Preparedness Train-the-Trainer Initiative<br />

Previous preparedness training has been accomplished in each division of the<br />

military, but without an integrated approach there was no standardized baseline<br />

of curriculum. This QIP used a team approach to set a standard initial training in<br />

personal preparedness <strong>for</strong> self and family. Each division builds onto the initial<br />

training given their specific role in the response system. The goal of Readiness<br />

includes the commitment to prepare our members, families, neighborhoods,<br />

communities, government agencies, and supporting systems. All levels of<br />

preparedness must be addressed to ensure a timely, coordinated, sustainable<br />

response if needed to preserve the lives and safety, property, environment and<br />

economy <strong>for</strong> the citizens of <strong>Washington</strong>.<br />

Most importantly, when the desired level of readiness is prepared <strong>for</strong> the<br />

emergency response systems are better postured to respond and prioritize<br />

effectively. There are many stories nationwide that validate this approach to<br />

mitigate against overloading the response systems in the initial hours and days<br />

following a disaster. This QIP is the result of integrating the planning of the initial<br />

preparedness training to ensure a reliable measure at the initial training level<br />

establishing a common baseline between the divisions. The train-the-trainer<br />

program is led and standardized by the Emergency Management Division.<br />

<strong>Results</strong><br />

★ The improved process established a basis to ensure the initial goal of 3 days<br />

of self- reliance training objectives were on target and measurable.<br />

★ A team of state and military employees planned the curriculum to provide a<br />

customer focused, motivating and interesting training program that works in a<br />

variety of settings.<br />

★ The <strong>for</strong>mat and the trainers have received rave reviews in town hall meetings,<br />

community councils, and family support “open-houses” in the military units.<br />

★ <strong>Results</strong> have fulfilled objectives outlined in the strategic planning process, as<br />

well as all focus areas of the Director’s Per<strong>for</strong>mance Agreement.<br />
