North Fort Myers Reclaimed Water lssues and Recommended Action Plan<br />

When the <strong>FGUA</strong> acquired the North Fort Myers utility system in 201-0, it inherited a number of<br />

existing agreements with reclaimed water customers, as well as a reclaimed water system that was<br />

not equipped to allow for the proper management of supply and demand. The <strong>FGUA</strong> staff has spent<br />

the past year gaining a better understanding of the reclaimed system, as well as meeting with<br />

customers in order to assist in developing an action plan for consideration by the <strong>FGUA</strong> Board of<br />

Directors.<br />

Overview of Reclaimed Water Agreements and Customer Demand<br />

The previous owner of the utility system had entered into nine (9) reclaimed water agreements,<br />

which included the City of Cape Coral and several developments for golf course and residential<br />

irrigation. These agreements were accepted by the <strong>FGUA</strong> as part of the acquisition, and are<br />

summarized in Table 1. The largest reclaimed water customers are also identified on the map<br />

included as Attachment A.<br />

The agreements are inconsistent in their approach to supply commitments, in that some specifically<br />

obligate the utility to provide specific quantities to the customer, while others contain an obligation<br />

to provide reclaimed water, but the quantity is poorly defined (i.e. an amount equal to the amount of<br />

wastewater generated by the customer). Some agreements contain no quantitative obligation on the<br />

part of the utility. There are also four (4) reclaimed water customers that do not have an agreement.<br />
