6.1.3 Once these processes are completed, the municipality will prepare a single<br />
document, the municipality plan document. This document will also include the<br />
spatial capturing <strong>of</strong> prioritised solutions on maps, thus completing the process <strong>of</strong><br />
spatial presentation <strong>of</strong> plans, which commenced with the spatial capturing <strong>of</strong> issues<br />
at each ward level and Area Sabha. This plan would also prepare a separate table<br />
that consolidates all the prioritised sector wise financial outlays with the appropriate<br />
resources in a <strong>for</strong>mat similar to that in Box 36. To complete the exercise, the<br />
municipality can also identify those works or solutions that fall outside its purview,<br />
but that could be taken up at a higher level.<br />
6.2 Sequence <strong>of</strong> municipal plan preparation: Similar to the approach <strong>for</strong> the rural<br />
areas, the vision document <strong>for</strong> the district would be communicated by the <strong>District</strong><br />
<strong>Planning</strong> Committee to all municipalities in the district, <strong>for</strong> use in their individual<br />
envisioning and planning exercises. The first exercise would be to discuss the vision<br />
document in the municipality amongst a meeting <strong>of</strong> all the stakeholders. The meeting<br />
will include ward representatives and elected representatives <strong>of</strong> the municipality.<br />

Once the visioning process is completed, the municipality would prepare its first<br />
draft plan in a second workshop. The workflow <strong>for</strong> this is given in Box 43.<br />
The vision-cum-first draft plan would be placed in the public domain <strong>for</strong> use in the Area<br />
Sabhas and the ward committees or ward level. The handbook follows the processes<br />
envisaged <strong>for</strong> urban participation in the JNNURM guidelines. Box 44 describes the<br />
participatory structures envisaged under these guidelines, as incorporated into the<br />
model Nagar Sabha bill circulated <strong>for</strong> adoption by states through the JNNURM<br />
guidelines.<br />
