3.4 Focus on sustainability in the vision: While envisioning, the focus should be on<br />
sustainability <strong>of</strong> the planned development. This would mean that aspects that are<br />
related to sustainability will need to be considered separately and addressed. Some<br />
<strong>of</strong> the important aspects that need to be part <strong>of</strong> the envisioning process are:<br />
(a) Preparing a vision plan <strong>for</strong> disaster management, which would include planning <strong>for</strong><br />
early detection, preventive measures, drills <strong>for</strong> improving the state <strong>of</strong> preparedness,<br />
identifying <strong>of</strong> relocation sites and planning <strong>for</strong> improved communication<br />
(b) Sustainable use <strong>of</strong> natural resources, particularly <strong>of</strong> water sources, <strong>for</strong>est wealth,<br />
soil conservation, biodiversity etc.<br />
(c) Sustainability <strong>of</strong> initiatives on improving livelihood opportunities, which include<br />
concentrating on the employment perspective. This would particularly include<br />
linking the perspective plan with the labour budget prepared under the provisions<br />
<strong>of</strong> the NREG Act and the budget available under JNNURM as well as other<br />
schemes <strong>for</strong> provision <strong>of</strong> municipal services in urban areas.<br />
3.5 Sequencing <strong>of</strong> stock-taking, visioning and preparation <strong>of</strong> five year<br />
perspective plan<br />
3.5.1 A planning workflow <strong>for</strong> stock-taking, visioning and perspective plan preparation,<br />
which incorporates the back and <strong>for</strong>th approach <strong>of</strong> considering the stock-taking<br />
document, arriving at a preliminary vision, seeking a consensus on it and then finalising<br />
it, is described in Box 12.<br />
