3.10.2 In addition, the district unit <strong>of</strong> the <strong>National</strong> In<strong>for</strong>matics Centre (NIC) headed<br />
by the <strong>District</strong> In<strong>for</strong>matics Officer should also become part <strong>of</strong> the <strong>District</strong> <strong>Planning</strong><br />
Unit and the DISNIC programme taken up in all districts under the <strong>District</strong> <strong>Planning</strong><br />
Committee. The Natural Resources Data Management Support Unit established by<br />
the Department <strong>of</strong> Science and Technology in some districts may also be made a part<br />
<strong>of</strong> the <strong>District</strong> <strong>Planning</strong> Unit.<br />
3.10.3 Experts in the areas <strong>of</strong> social development, livelihoods, environment and<br />
resource management can be hired to support the planning and monitoring process<br />
in the district. Even if fully qualified persons are not available to begin with, those<br />
with relevant educational qualification can be hired and encouraged to improve their<br />
knowledge and skills through add-on courses and on-the-job experience.<br />
3.10.4 The <strong>District</strong> <strong>Planning</strong> Committee may set up technical support groups in the<br />
lead sectors identified <strong>for</strong> the district to assist in developing a vision <strong>for</strong> the sector<br />
plan, identify technical inputs required and areas <strong>of</strong> research. These groups may<br />
comprise sectoral line department heads, experts from reputed technical institutions,<br />
universities or NGOs with expertise in the area etc. The TSG can assist in developing<br />
a vision <strong>for</strong> the sector plan and identify technical inputs required and areas <strong>of</strong><br />
research.<br />
3.10.5 The <strong>District</strong> <strong>Planning</strong> Committee can seek the assistance <strong>of</strong> technical support<br />
institutions (TSIs) until fully equipped to per<strong>for</strong>m its task. It can decide on the scope<br />
<strong>of</strong> the work to be assigned to the TSI (See Box 9 <strong>for</strong> a model developed by PRIA, <strong>for</strong><br />
this purpose).<br />

Institutions, persons or groups<br />
A <strong>District</strong> <strong>Planning</strong> Committee should have the flexibility to hire the services <strong>of</strong> technical support<br />
institutions, resource persons or groups to help it facilitate the envisioning and bottom-up planning<br />
process in local governments. The role and responsibilities <strong>of</strong> the Technical Support Institutions (TSIs)<br />
should be determined by the <strong>District</strong> <strong>Planning</strong> Committee and monitored by the local government<br />
concerned.<br />
Similar support can be secured by local governments, either independently, or from an empanelled list<br />
made available by the <strong>District</strong> <strong>Planning</strong> Committee.<br />
Separate TSG/Institutions comprising sectoral experts can be constituted at the Intermediate Panchayat<br />
level to provide guidance to elected representatives as well as to other groups that assist Village Panchayats<br />
and municipalities.<br />
The <strong>District</strong> <strong>Planning</strong> Committee TSG should coordinate with TSGs <strong>of</strong> local bodies <strong>for</strong> smooth facilitation<br />
<strong>of</strong> planning at various levels and also <strong>for</strong> integration <strong>of</strong> plans from different levels.<br />
The <strong>District</strong> <strong>Planning</strong> Committee TSG should provide regular feedback on progress <strong>of</strong> planning process<br />
and also implementation <strong>of</strong> the plan, once approved by the <strong>District</strong> <strong>Planning</strong> Committee.<br />
