2.3.1 Organizational Breakdown Structure (OBS)<br />
In the following figures the Organizational Breakdown Structure for the CDOP-2 phase is depicted. It<br />
is noted that:<br />
Top Level includes <strong>Project</strong> Management and Coordination; central management is under the<br />
responsibility of ITAF SMA-USAM/ITAF CNMCA, while Product Generation Cluster<br />
Coordination which is assigned to the Cluster responsible Institutes (ITAF CNMCA for<br />
Precipitation, ZAMG for Soil Moisture, FMI for Snow, IMWM for Hydrovalidation and DPC for<br />
Product Validation). Within this organization the engineering support, quality assurance and<br />
scientific management are included, as well as the <strong>Project</strong> Management Team (see 2.3.8.3)<br />
The Product Generation Cluster Organization Units are related to the three Clusters<br />
developing and generating the products. They are essentially structured in<br />
Operations/Chains Units and Development Units; the Operations/Chains Units are within the<br />
operational centres of the meteorological services; the Development Units are within the<br />
Scientific Institutes (Universities, Research Centres).<br />
The Validation Service Units reflect the organizational structures of the validation services<br />
performed in H-<strong>SAF</strong> : Validation/Quality Monitoring, and Hydrovalidation; the programs are<br />
under the responsibility of DPC and IMWM respectively, whilst each participating institute<br />
has the responsibility to contribute, with respect to their competence, to the main<br />
operational activities.<br />
The OBS is related to the responsibilities of the tasks performed in the project.<br />
