Policies & Procedures (Effective June 1, 2013)<br />

The following policies & procedures pertain to requests by <strong>Upper</strong> <strong>Arlington</strong> property owners who desire to host a block<br />

party that requires the barricading of a public road to vehicular movement. These procedures supersede all previous policy<br />

statements pertaining to this subject, for those residents participating in the block party, as well as for persons using our<br />

public streets for transportation purposes.<br />

1. Only an <strong>Upper</strong> <strong>Arlington</strong> resident can file a request for a block party.<br />

2. A <strong>Block</strong> <strong>Party</strong> <strong>Application</strong> & <strong>Petition</strong> <strong>Form</strong> may be filed for any day of the year. It should be filed with the City at least<br />

ONE WEEK prior to the date of the block party.<br />

3. A <strong>Block</strong> <strong>Party</strong> Permit will be issued by the City Manager or his designated representative. The City Manager reserves the<br />

right to approve and limit the time, as well as the right to revoke the permit.<br />

4. Roads recommended for <strong>Block</strong> Parties: Permissible locations are preferably roads not more than one or two blocks long,<br />

and not considered a main thoroughfare or heavily traveled street (see Section 12). Roads upon which block parties are<br />

permitted must be properly barricaded (see Barricading Requirements).<br />

5. A <strong>Petition</strong>: Residential concurrence is required from all residents whose driveways will be impacted within the appropriated<br />

block(s), indicating their knowledge and consent of the block party. Proof of this concurrence must be provided by<br />

completing and submitting the attached <strong>Block</strong> <strong>Party</strong> <strong>Petition</strong> <strong>Form</strong>.<br />

6. A $50.00 non-refundable fee is required for the issuance of a <strong>Block</strong> <strong>Party</strong> Permit, to cover the costs of application processing<br />

and advance drop-off and pick-up of the necessary barricades.<br />

7. Barricading Requirements: Following the block party, barricades should be returned to the address at which they were<br />

delivered for collection on the next business day. If there is damage to the City’s property, or loaned items are lost or stolen,<br />

the responsible party will be billed for the cost of the replacement or repair.<br />

8. Off duty uniformed police officer(s) may be required by the City to patrol the block party, depending on the location and<br />

nature of the event. You are responsible for paying for the officers.<br />

9. Intoxicating beverages are not permitted on public property.<br />

10. Permitted Hours: Permitted hours for block parties are Noon–Midnight, on authorized streets only.<br />

11. Fourth of July Hours: Permitted hours for the Fourth of July are 7 a.m.–8 p.m., with the following exceptions:<br />

• 11 a.m.–8 p.m. for streets within a two-block radius of the Parade Route (Northwest Boulevard);<br />

• No streets south of Northam Park and north of Wilshire Road will be barricaded after 1 p.m.<br />

12. <strong>Block</strong> parties are not permitted on any of the following streets:<br />

Resident Concurrency<br />

Before such a permit will be issued by the City Manager, concurrency by all residents whose property faces the proposed<br />

barricaded area must first be obtained. Your signature to this <strong>Block</strong> <strong>Party</strong> <strong>Application</strong> <strong>Form</strong> is therefore, solely for the<br />

purpose of agreeing to such a barricading on the time(s) and date(s) as indicated above.<br />
