Policies & Procedures (Effective June 1, 2013)
The following policies & procedures pertain to requests by Upper Arlington property owners who desire to host a block
party that requires the barricading of a public road to vehicular movement. These procedures supersede all previous policy
statements pertaining to this subject, for those residents participating in the block party, as well as for persons using our
public streets for transportation purposes.
1. Only an Upper Arlington resident can file a request for a block party.
2. A Block Party Application & Petition Form may be filed for any day of the year. It should be filed with the City at least
ONE WEEK prior to the date of the block party.
3. A Block Party Permit will be issued by the City Manager or his designated representative. The City Manager reserves the
right to approve and limit the time, as well as the right to revoke the permit.
4. Roads recommended for Block Parties: Permissible locations are preferably roads not more than one or two blocks long,
and not considered a main thoroughfare or heavily traveled street (see Section 12). Roads upon which block parties are
permitted must be properly barricaded (see Barricading Requirements).
5. A Petition: Residential concurrence is required from all residents whose driveways will be impacted within the appropriated
block(s), indicating their knowledge and consent of the block party. Proof of this concurrence must be provided by
completing and submitting the attached Block Party Petition Form.
6. A $50.00 non-refundable fee is required for the issuance of a Block Party Permit, to cover the costs of application processing
and advance drop-off and pick-up of the necessary barricades.
7. Barricading Requirements: Following the block party, barricades should be returned to the address at which they were
delivered for collection on the next business day. If there is damage to the City’s property, or loaned items are lost or stolen,
the responsible party will be billed for the cost of the replacement or repair.
8. Off duty uniformed police officer(s) may be required by the City to patrol the block party, depending on the location and
nature of the event. You are responsible for paying for the officers.
9. Intoxicating beverages are not permitted on public property.
10. Permitted Hours: Permitted hours for block parties are Noon–Midnight, on authorized streets only.
11. Fourth of July Hours: Permitted hours for the Fourth of July are 7 a.m.–8 p.m., with the following exceptions:
• 11 a.m.–8 p.m. for streets within a two-block radius of the Parade Route (Northwest Boulevard);
• No streets south of Northam Park and north of Wilshire Road will be barricaded after 1 p.m.
12. Block parties are not permitted on any of the following streets:

Resident Concurrency
Before such a permit will be issued by the City Manager, concurrency by all residents whose property faces the proposed
barricaded area must first be obtained. Your signature to this Block Party Application Form is therefore, solely for the
purpose of agreeing to such a barricading on the time(s) and date(s) as indicated above.

the conditions described in this petition.

Submittal Options
• If submitting by mail or in person: Send the completed and signed Application Form, Petition Form and $50.00 payment to
Permit Center, City of Upper Arlington, 3600 Tremont Road, Upper Arlington, OH 43221. Make checks payable to the City of
Upper Arlington.
• If submitting by email: Send the completed and signed Application Form and Petition Form to permits@uaoh.net. Payment can
be made online at www.uaoh.net, under “Online Payments” (Visa, MasterCard and Discover cards are accepted).
