48would suggest that as Commissioners you kindly look at ways and means <strong>of</strong> enacting a Constitution, which respects andprotects the elderly and the physically disabled. I understand these days they are supposed to - be we are supposed to refer tothem as physically challenged.Thirdly, many people have suggested that we scrapp Provincial Administration in its entirety. I would suggest that, we scrapp itat the level <strong>of</strong> Provincial Administration but we retain District Administration, I feel its important.
