3 Directory of Responses to CommentsThis section lists the names of parties that made comments on the Draft SEIS and provides a directory ofwhere each submitter’s individual comments are responded to in the document. All responses are codedto 17 general topic headings (e.g., Transportation, code “TR”) and to specific comments and responseswithin a topic. For example, Transportation comments are grouped into 34 general issues, coded TR-1through TR-34. For each issue, comments are briefly summarized and the summary is followed by aresponse. For example, Response TR-3 immediately follows the comment summary for TR-3.In the directory below, comments are listed in parentheses by the two-letter topic code and the issuenumber (e.g., BR-3, PN-1, FI-4). The number after each comment is the page number where the responseis located. The directory only refers to the principal points raised by commenters, i.e., commentersshould refer directly to the Final SEIS document for comments requesting minor text modifications orclarification of information in the Draft SEIS.
