Transportation Demand ManagementSPUR noted that the Park <strong>Presidio</strong> Boulevard Access Variant “could significantly alleviate the concernsof the residents on Lake Street and adjoining areas.” SPUR also suggested a number of othertransportation demand management options, including 1) upgrading nearby transit s<strong>to</strong>ps with high-qualityshelters and “NextBus” information, 2) enhancing PresidiGo shuttle service and considering partneringwith other shuttles, 3) providing for City Carshare programs and creating incentives for carshare andtransit use, and 4) extending “N” residential permit parking several blocks in the surroundingneighborhood while deed-restricting PHSH tenants from purchasing residential parking permits. The SanFrancisco Bicycle Coalition requested that the project include safe and secure bicycle parking, includingracks for visi<strong>to</strong>rs and a limited-access s<strong>to</strong>rage room for residents. One individual recommended workingwith the CCSF <strong>to</strong> provide more comprehensive, integrated public transit service <strong>to</strong> and through the<strong>Presidio</strong>, including express bus or light rail from down<strong>to</strong>wn <strong>to</strong> the various <strong>Presidio</strong> gates. Onecommenter suggested addressing parking and traffic issues by providing intercept parking lots, fromwhich residents and visi<strong>to</strong>rs would reach their destinations by bus, rail, or gondola. The same commentersuggested a gondola as a fun, useful, and unique feature that would serve as a <strong>to</strong>urist attraction as well asa commute option.RPN and some individuals suggested that unless the transportation demand management (TDM) programelements are made manda<strong>to</strong>ry by being written in<strong>to</strong> the contract with the developer, apartmentmanagement contracts, and resident leases, the TDM program will not be effective, and assuming theprogram will be effective potentially masks significant adverse traffic impacts.<strong>Response</strong> TR-24 – Under the Preferred Alternative, the PHSH district will include a number of thetransportation demand management strategies suggested by SPUR. The site will include a City CarShare“pod” for use by residents. Residents’ payments for parking will also be separate from their rentpayments in order <strong>to</strong> reinforce the out-of-pocket expense of car ownership. The <strong>Trust</strong>’s privatedevelopment partner, if selected, has volunteered <strong>to</strong> assist residents in the adjacent neighborhood inexpanding the “N” residential parking permit zone <strong>to</strong> protect neighborhood residents from spilloverparking effects. The development partner has also agreed <strong>to</strong> partially subsidize residents’ MUNI FastPasses <strong>to</strong> encourage the use of transit, and will provide a secure bicycle parking area within theunderground garage.The <strong>Trust</strong> has an ongoing commitment <strong>to</strong> improve PresidiGo service and PresidiGo service connections<strong>to</strong> MUNI and GGT. The <strong>Trust</strong> also plans <strong>to</strong> continue working with MUNI <strong>to</strong> provide efficient transitservice <strong>to</strong> the <strong>Presidio</strong>, and hopes that MUNI’s recent funding for expansion of the au<strong>to</strong>matic trackingNextBus system will further advance this effort.50 <strong>Response</strong>s <strong>to</strong> <strong>Comments</strong> Public Health Service Hospital
