Technical Officials <strong>Handbook</strong>- ArcheryIntroductionThe purpose of the Technical Officials Guide is to ensure that allofficials are well informed about the services available to them throughout the CommonwealthGames. This guide has been produced to help Technical Officials to orient themselves in theirrespective sport, venue, and accommodation site.Section one outlines general information relevant to all Technical Officials. Information in Sectionone provides complete details on arrival procedures, the accreditation process, accommodation,uniforms, per diem distribution, transport, security issues, and basic facts about Delhi and India.Section two includes sport-specific information such as the competition schedule, details onmeetings and rehearsals, competition procedures, and venue information.DELHI 2010 has made every effort to ensure that the information contained in this guide is correctand up-to-date at the time of publication. However, Technical Officials are advised to check withthe Sports Desk located at their accommodation site, regarding any changes to informationincluded in this site.Commonwealth Games 2010 3


Technical Officials <strong>Handbook</strong>- ArcheryArrival ProceduresVisas & ImmigrationThe Government of India instructions suggest that a Tourist Visa can only be granted to a foreignerwho does not have a residence or occupation in India and whose sole objective of visiting India isrecreation, sightseeing, casual visit to meet friends and relatives etc. No other activity ispermissible on a Tourist Visa. The Tourist Visa is non-extendable and non-convertible, and valid for180 days with multiple entries.NVPNVP holders are not required to apply separately for an Indian visa to enter India. The NVP will notcover technical officials for entry into India prior to 3 September 2010 or for staying in India after13 November 2010. In addition, individuals using their NVP as a visa to enter India must ensure thattheir passport is valid for 6 months after the Games (i.e. 31 March 2011) and that the details ontheir passport match the information on the NVP.NVP will be accepted by the Bureau of Indian Immigration and Bureau of Civil Aviation Security atall borders/airports of India.The NVP will only entitle the holder entry into India and shall not in any case act as a transitdocument through any region/country that the holder may need to travel through en route toIndia.In case, technical officials do not get the NVP on time for any reason (e.g. late submission ofApplication for Accreditation, last minute changes of their team members), their officials maycontact the Nodal Officer in their respective Indian Missions/Posts for facilitation on top priority,which will be issued Gratis for the Games period.Every technical official who is required to visit India pre-Games and post-Games time (excluding thePeriod 3 September – 13 November 2010 mentioned above) needs to obtain a valid visa from theIndian Missions/Posts overseas.The Ministry of External Affairs, Government of India has been requested by the OC CWG Delhi2010 to issue appropriate visas to all CGAs to cover pre-Games time visits. To prioritize andfacilitate issue of such visas, the Ministry of External Affairs, Government of India has appointedNodal Officers (Single Point of Contact) at all Indian Missions in Commonwealth Nations.Temporary Landing Facility (TLF)Technical officials travelling to India during Games time (between 23 September and 14 October2010) who do not possess NVPs/valid visas for any reason will be granted TLF (on gratis basis).However, this facility should be availed of only on a restrictive basis when absolutely essential.The details (Name, Father’s Name, Passport Number with Place and Date of Issue and Expiry, Flightdetails with date and time and place of landing in India with contact details) of persons requiringTLF facility, should be sent to their respective CGA Regional Manager/Coordinator at least 72 hoursCommonwealth Games 2010 4


Technical Officials <strong>Handbook</strong>- Archerybefore scheduled arrival in India for coordination with the Ministry of Home Affairs to issueinstructions to the concerned Immigration Authorities at Airport/Immigration Check-posts.The detailed Accreditation facility instructions regarding approved CGF Members for participationin the Games in the form of a NVP Circular has been issued by the Ministry of Home Affairs,Government of India and has been widely circulated i.e. to CGA, Immigration Authorities<strong>world</strong>wide, Indian Missions <strong>world</strong>wide, all airlines, etc., in order to ensure acceptance/smoothprocess of NVP/TLF procedure as listed above. The notification issued by the Ministry of HomeAffairs, Government of India in this regard is also available at the Organising Committee’s website:http://www.cwgdelhi2010.org/dcwg/sites/default/files/MHA%20Notification.pdfVaccinationsTravellers (except infants < 6 months old) arriving by air or sea from the countries and areasregarded as high risk for yellow fever transmission or were under transit under suchcountries/areas are advised to get yellow fever vaccination 10 days prior to reaching India. As perthe Government of India, anyone (except infants ≤ 6 months old) arriving by air or sea without acertificate is detained in isolation for up to 6 days if that person: Arrives within 6 days of departure from an area with risk of yellow fever transmission.or Has been in such an area in transit (except those passengers and members of crew who,while in transit through an airport situated in an area with risk of yellow fever transmission,remained within the airport premises during the period of their entire stay and the HealthOfficer agreesto such an exemption).or Has come on a ship that started from or touched at any port in a yellow fever area with riskof yellow fever transmission up to 30 days before its arrival into India, unless such a shiphas been disinfected in accordance with the procedure laid down by World HealthOrganisation (WHO).or Has come by an aircraft which has been in an area with risk of yellow fever transmissionand has not been disinfected in accordance with the provisions laid down in the IndianAircraft Public Health Rules, 1954, or those recommended by WHO.The following countries and areas are regarded as at risk of yellow fever transmission:Africa: Angola, Benin, Burkina Faso, Burundi, Cameroon, Central Africa Republic, Chad, Congo, Coted’ Ivoire, Democratic Republic of the Congo, Equatorial Guinea, Ethiopia, Gabon, The Gambia,Ghana, Guinea, Guinea-Bissau, Kenya, Liberia, Mali, Niger, Nigeria, Rwanda, Sao Tome and Principe,Senegal, Sierra Leone, Somalia, Sudan, Togo, Uganda, Tanzania, and Zambia.Americas: Bolivia, Brazil, Colombia, Ecuador, French Guiana, Guyana, Panama, Peru, Suriname,Trinidad and Tobago, Venezuela.Note: When a case of yellow fever is reported from any country, that country is regarded by theGovernment of India as a country with risk of yellow fever and is added to the above list.Commonwealth Games 2010 5


Technical Officials <strong>Handbook</strong>- ArcheryDangerous Items Not Permitted In Hand BaggageThe following items are not permitted to be carried in hand baggage: Compressed gases (deeply refrigerated, flammable, non flammable and poisonous), such asbutane, oxygen, liquid nitrogen, aqualung cylinders and compressed gas cylinders such ascamping gas. Corrosives such as acids, alkalis, mercury and wet cell batteries and apparatus containingmercury. Explosives, ammunitions, fireworks and flares, blank cartridges, pistols or any otherweapons and pistol caps. Flammable liquids and solids such as lighter refills, lighter fuel, matches, paints, thinners,firelighters, lighters that need inverting before ignition, substances liable to spontaneouscombustion, substances which emit flammable gases on contact with water. Radioactive materials. Briefcases and attaché cases with installed alarm or pyrotechnic devices. Oxidising materials such as bleaching powder and peroxides. Poisons and infectious substances such as insecticides, weed-killers and live virus materials. Other dangerous articles such as magnetized materials, offensive or irritating materials. Dry cell batteries, knives, scissors, sharp instruments, tools, fire arms, ammunition, andtheir toy replicas.CustomsAfter collecting their baggage, technical officials will proceed to the exit where a Customs Officerwill check their documents.The Indian Customs Act makes it mandatory that the owner of any baggage before moving out ofthe Arrival Hall makes a declaration of the contents of his baggage to a Customs Officer. Theseinclude items which may be prohibited or restricted and items on which duty or tax may bepayable. There are penalties for making false declarations and/or presenting fraudulentdocuments. In some cases goods may be seized.Any person can bring any amount of foreign exchange in India. However if the value of foreigncurrency notes exceeds US $ 5,000 (or equivalent) or aggregate value of foreign exchange in theform of currency note, bank notes, traveller cheques, etc. exceeds US $ 10,000 (or equivalent), thepassenger has to make a declaration in the Currency Declaration Form (CDF). It has to be noted,that import/export of Indian currency by foreign tourists is strictly prohibited.The Government of India has already put in place a mechanism for exempting sports goods,equipment and requisites from payment of customs duty. Accordingly in order to remove allbottlenecks and to ensure that the Games are organised smoothly, the Government of India hasissued a comprehensive notification exempting goods/equipment imported as their personal/cargobaggage for the purpose of the Games by CGAs during Games time from payment of Customs duty.This notification will cover customs exemption on the following: Sports kits/equipment including firearms (for sporting events) of participating Athletes andTeam Officials. Goods brought by foreign delegation for use/distribution during the Games such assouvenir, Mementos, literature, stationery and gift items. Broadcasting equipment for covering the Games and to be re-exported after the Games.Commonwealth Games 2010 6


Technical Officials <strong>Handbook</strong>- Archery The notification also covers a wide range of other items that will be brought in by CGFMsseeking. Customs exemption from the Games point of view i.e. publicity material,electronic/office/fitness equipment etc.Restricted/Prohibited Goods The following goods are restricted /prohibited from imported into India: Live birds and animals including pets. Endangered species of plants and animals, whether live or dead. Any goods for commercial purpose: for profit, gain or commercial usage. Indian currency. Foreign currency in excess of prescribed limits. Antiques.Arriving at the Indira Gandhi International (IGI) AirportAll Technical Officials will need to carry their passports valid for at least 6 months (i.e. 31 March2011) with them to get entry into India.They should posses a valid visa issued by an Indian Mission abroad or NVP issued by OC CWG Delhi2010. Individuals entering India using their NVP should ensure that the details on their passportmatch those on the NVP. In case they have renewed or obtained new passport, they will berequired to present both the passports at Immigration.All individuals are required to complete the Arrival Card prior to their landing and shall proceed forimmigration clearance along with their travel documents which shall be returned to them afterbeing processed.Arrivals FlowIn coordination with officials from Delhi International Airport Limited (DIAL)/Mumbai InternationalAirport Limited (MIAL) and other airports, government agencies (Ministry of HomeAffairs/Intelligence Bureau/Bureau of Immigration, Ministry of External Affairs (MEA) and CustomsDepartments etc.), OC CWG Delhi 2010 has planned elaborate arrangements for smooth and timelyprocessing of all CGA delegations.The Airport team will facilitate the arrival flow which is divided in three categories (Team A, TeamB, Team C) from aerobridge to car/bus boarding point in vehicle load zone: Team A will receive technical officials at aerobridge and escort them to dedicatedImmigration counters. Team B will facilitate them further for priority immigration clearance at dedicatedcounters. After immigration clearance, Team B along with Accreditation team will ensure a smoothvalidation of their NVPs into Accreditation Cards and will also assist in baggage collection. Team C, after confirmation of the transport arrangement from the car/bus loading point,will assist technical officials up to their earmarked vehicles.Commonwealth Games 2010 7

Team B will assist in their baggage collection.Baggage TrolleysTeam B in coordination with DIAL will arrange for Baggage Trolleys to be available upon arrival anddeparture.Report of Lost or Damaged BaggageTeam B will facilitate the technical officials in case of any lost or damaged baggage of technicalofficials.Commonwealth Games 2010 8


Technical Officials <strong>Handbook</strong>- ArcheryDeparture ProceduresDeparting from Indira Gandhi International (IGI) AirportAll technical officials should ensure that they depart from India before their visa/NVP expires (13November 2010). Transport will be provided for Technical Officials from the accommodationsites/Venues to the Indira Gandhi International Airport. On arrival at the airport, OC CWG 2010’sAirport team will direct Technical Officials to the appropriate area of the terminal. Passengers willproceed to the airline check-in counters and from there, will make their way to outboundimmigration. They must present a valid passport, completed Embarkation Card and boarding passto an Immigration Officer.Note: A tourist can take out foreign exchange brought in by him/her and declared by him/her atthe time of arrival. Even if he/she had not submitted any declaration at the time of his/her arrival,he/she can take out foreign currency notes not exceeding US $ 5000 (or equivalent) or aggregatevalue of foreign exchange in the form of currency note, bank notes, traveller cheques, etc. notexceeding US $ 10000 (or equivalent).Export of Indian currency by foreign tourists is prohibited. Goods/sports discipline items etc. inpassengers accompanied or unaccompanied baggage which would usually be liable for duty and taxand are exempted from customs duty during Commonwealth Games time are to be re-exportedwith the passenger on departure. Knives, sharp objects, cutting implements, needles and sportinggoods may be carried in hold baggage but are not permitted in carry-on baggage (i.e. cabinbaggage).Heritage ItemsAccording to the Antiquities and Art Treasures Act, 1972 under the Constitution of India, it is illegalto take or send out of India, without a permit, items identified as important to India’s culturalheritage. These include antiquities such as coins, stone sculpture, terra cotta, ivory carvings,jewellery, antique tiger skins, metal and stone statues, woodwork, seal, medals, epigraphs,paintings, murals, rock art, manuscripts etc. and other items that are considered valuable and beenin existence for the past 75 to 100 years.Commonwealth Games 2010 9

This processestablishes a constituent group’s eligibility to enter a Games venue and the access entitlementsthey need to fulfil their role. All participants in the CWG Delhi 2010 are subject to an accreditationprocess.Subject to the role and function of technical officials the accreditation card grants access tospecified venues/zones. All officials should carry their card at all times and it should be easily visibleto all.A valid Accreditation Card is required to access: all competition and training venues Commonwealth Games Village (CGV) Main Press Centre (MPC) International Broadcasting Centre (IBC) Games Flagship Hotel – the Ashok (GFH)Points to note: International participants receive the Non Valid Pass (NVP) and prepare for their journey to India. International participants arrive in India and the NVP is validated at airport/Accreditation (ACR)centers to become the Games Accreditation card. Indian Residents are invited to the Accreditation centre to collect the Accreditation Card. Any loss, theft or damage to Cards is rectified by a strict renewal process. Technical Officials <strong>Handbook</strong>- ArcheryAccreditation and Access rightsLost, stolen or damaged accreditation cardAccredited persons who have either temporarily forgotten their Games Accreditation Card or havelost or had their Card stolen, he/she will be issued with a D2010 Day Pass for that day before theyare able to access a Primary/Main Accreditation Centre to have their pass replaced for futureaccess.For Lost and Stolen Cards a Day Pass form must be completed and signed.In the meantimeAccreditation Coordinators at the VAHO will report the cases to the respective Accreditation Centreand inform them about the time that an individual will come to collect his/her Accreditation cardfrom there. In all cases the lost / stolen Cards will be cancelled in the Accreditation System.Forgotten/ Lost / Stolen/Damaged Card ProcedureAn Individual who has forgotten/lost their Card is instructed to collect a Day Pass Form and returnto Venue Accreditation Help Office (VAHO). Individual is asked to complete a Day Pass Application form Individual’s status will be checked in the Accreditation System to verify eligibility andaccess. If eligible the individual will be issued with a Day Pass. The individual who has lost / stolen their Accreditation Cards has to collect the new ACRcard from their respective Accreditation centre and in the meantime will be issued with aday pass. If not “Accredited”, no further action is taken and the person is directed to their concernedResponsible organizations.Information on the Accreditation cardAccreditation Card identifies the participants and grants them access to specific venues/zones. Buses will be used to transfer alltechnical officials to/from the Airport, Accommodation Sites, and Competition Venues,Opening/Closing Ceremonies and official functions or meetings.Commonwealth Games Accreditation Level EntitlementsT4 accredited technical officials will be able to travel from their official Accommodation Site to theCompetition Venues (and in certain cases , to training sites) in accordance with the CompetitionSchedule. Low Floor AC Buses will be used for this service.Airport TransportationUpon arrival at the Indira Gandhi International Airport, direct transportation will be provided to allaccredited technical officials up to their official accommodation. The accompanying luggage may becarried inside the buses, but luggage other than that shall be transported in luggage vans.For departures, technical officials will be provided direct transfers to the Indira GandhiInternational Airport.Service validity DatesTransportation services for all T4 accredited technical officials begin from 23 rd September 2010 upto 17 th October 2010.Transport to Training VenuesTransport services for training venues shall be available for certain sports only depending upon theofficial requirements.Transport to Opening/Closing CeremoniesTechnical Officials will be provided transport for Ceremonies Venue on the relevant dates andtimes.Transport for Official Meetings and FunctionsPre-booked services will be provided according to technical officials’ meeting requirements. Thisservice is available only when the booking is made 48 hours in advance. Technical Officials canmake the booking request through the Transport Desk at their official accommodation site.Transport to Competition VenuesScheduled services will be available to/from Competition Venues in accordance with theCompetition Schedule and the needs of each sport.Commonwealth Games 2010 18


Technical Officials <strong>Handbook</strong>- ArcheryDetailed Transportation ScheduleInformation regarding the time tables of technical officials transport will be provided on a per sportand per day basis. A detailed Technical Officials Transportation Guide will be available to TechnicalOfficials upon their arrival in New Delhi.Spectator Officials TransportTechnical Officials who wish to attend competitions as spectators and are accredited for aparticular sport may use the scheduled buses from their accommodation site to/from competitionvenues. Please note that priority is given to Technical Officials who are participating in thecompetition session. Therefore, seats for spectator Technical Officials cannot be guaranteed.Technical Officials who wish to attend competitions as spectators and are not accredited for aparticular sport must use public transport to travel to/from competition venues.Public Transport NetworkThis transport system consists of a Bus Network and a high capacity Metro Rail System. The CWGBus Network comprises of focal points and hubs spread throughout Delhi, using CWG priorityroutes.Services have been designed to connect the CWG venues to: Focal Points in Delhi not connected to the Metro StationsMetro StationsDesignated car park and ride sites (which are remotely located from the venues)A range of temporary measures will assist the operation of these routes. In addition to the CWGBus Network, the Metro Rail system will provide transport services to all constituent groups.Transportation Types and Rights1. T1 – Dedicated car and driver is provided for each individual with T1 Accreditation. A singledriver and a car shall be available for continuous use of up to 10 hours.2. T2 - On demand car pool service available to all T2 accredited clients. This service isavailable only for venues recognized by D2010.3. T3 – Shuttle Bus Service for Athletes and Team Officials to/from competition and trainingand venues in accordance with the competition/training schedule. The HealthServices team will be comprised of a physician and nurse, who will be supported by onsiteambulance services providing transport of an ill or injured person to the designated hospital.Technical Officials may utilize health care facilities at the Competition Venues and during officialcompetition and training periods. For urgent cases, Technical Officials are advised to notify theDuty Manager at the TOAS who will ensure transport to the appropriate Commonwealth Gamesdesignated Hospital.Emergency Medical Services, Transportation, and Commonwealth Games HospitalNetworkAnyone requiring urgent hospitalisation will be transferred to the most clinically appropriatedesignated CWG Hospital. The Health Services team will manage all hospital transfers wherenecessary and will monitor the progress of all persons transferred to hospital in this fashion. HealthServices may not be able to guarantee this monitoring process to those who choose to transportthemselves to a designated CWG hospital or any other hospital (Without assistance from HealthServices from Health Services)Technical Officials Hotel Medical FacilitiesA General Practice clinic staffed by a Doctor and a Nurse will be on site in the Hotels to providecare to all Technical Officials. This clinic will operate from 23rd September to 16th October 2010in the morning and evening with onsite ambulance service in case of transfers to designatedHospital The service is provided at Hotel Ashok, Janpath and DDA flats Vasant kunj. At the DDAflats the services will be provided from 8: Pm to 8: Am.If treatment is required at the Hotel outside of this time, the Technical Official can call thePolyclinic or speak with concierge who will determine the best course of action. The Security Function of the Organizing Committee will be responsible for allaspects of safety of the Games. Security Function will have a critical interconnection with all otherFunctional Areas supporting components for every element of the Games. In order to functioneffectively, security infrastructure and procedures must be seamlessly integrated with venuedesign and venue operations. The effective operation of the Security Functional Area will dependon close alignment of Delhi Police, Central Police Organizations and private security agencies topromote the single goal of integrated effective Games security. This will in turn require a clearunderstanding of the respective responsibilities by the Government of India, the Government ofNCT of Delhi and the Organizing Committee. To deliver seamless security, the three organizationswill have to work closely to an agreed unified command structure. The Government of India andthe Government of NCT of Delhi must ensure that sufficient resources are deployed to adequatelysecure the Games and all important installations during Game time depending on the existingthreat perception from time to time.In order to achieve the safe environment for the Games, Delhi Police has been entrusted with theresponsibility to provide Security cover in all respects for the Games. This would include crowdcontrol measures to prevent terrorism.VenuesThe Venue security will be looked after by its Venue Command and Control Centre. The Venues willbe secured with fully staffed access control points for entry and exit. Entry will be through thedesignated entry control points. Only accredited personnel will be allowed entry from the accesspoints. Security official will check the Games Accreditation Card of all persons entering the Venue.All will be required to walk through the DFMD on entry. Items carried will undergo X-ray inspection.Prohibited items such as firearms, knives and explosive material will not be allowed inside theVenue.The Venues will undergo lockdown a one month before the first event. The integrity will bemaintained by access control. There will be an advance and thereafter a regular anti sabotagesecurity check of Venue including parking space and open areas etc.CCTV surveillance will cover the entire premises of along with secure overlooking roof-tops.Specialized teams like: The Mobile Quick Reaction teams, Commando hit teams will be deployed atstrategic locations. CBRME Response teams, Bomb Disposal squads, Heliborne/ Mobile assaultteams for counter terrorism operations, Discrete mobile/ foot patrolling and surveillance insidethe Venue along with outer cordon/ area foot and mobile patrolling will be available to respond toany emergency if occurred.Commonwealth Games 2010 23

IAF isalso providing the heliborne surveillance support.All venues will have Multi-layered Security arrangements:Access control pointsLocated along the secure perimeter, are the first point of entry to a Games venue or complex.Before entering a Games venue or complex, persons will be liable to a security inspection (metaldetector, bag inspection, hand-held ‘wand’, physical inspection etc). Persons refusing to undergosecurity procedures will not be allowed to enter the venue/complex. Accredited persons will alsohave their accreditation checked at access control points. Persons without the appropriateaccreditation will be refused access. Those who have forgotten their accreditation will be directedto an accreditation help desk. Various security equipments will be deployed at the check pointslike: X-ray scanners, Anti-sabotage check equipments, Door Framed Metal Detectors (DFMDs),Hand Held Metal Detectors (HHMDs and other allied security accessories along with a network ofCCTVs).VehiclesVarious security systems will be deployed for vehicle access control. RF reader, UnderVehicle Surveillance System (UVSS), Boom Barriers, Tyre Killers and Road Blockers will beplaced at all vehicle access points to check the vehicles entering the venue.Vehicle checkpoints will be located at key positions around Games venues/complexes, usuallyalong the secure perimeter. Vehicles entering Games venues/complexes must display anappropriate vehicle permit for inspection. Vehicles without the appropriate permit will be refusedentrance. In addition, vehicles may also be subjected to a security search before being grantedaccess. Prohibited items include,but are not limited to, the following: guns, explosive materials, chemical or incendiary mechanisms,tear-gas, smoke bombs, knives, narcotics or other prohibited substances, firecrackers, poles, batsand in general items that may cause physical damage, or pose a security threat, even if said item(s)are legally possessed. Attempting to enter a venue in possession of a prohibited item will result inimmediate arrest by the Police.Restricted actions are those actions that may offend or constitute obstruction to the safe conductof the Sport.A separate list of such items will be provided in due courseReporting of IncidentsAny incidents that endanger the safety of persons at a Games venue, or any suspected criminalactivity within Games venues should be reported to security immediately.Security to the Field of PlayOnly persons with the appropriate accreditation or a valid operational reason will be grantedaccess to the Field of Play at Competition Venues.For all sports, the Competition Manager has ultimate authority in granting access to the Field ofPlay. Security’s role is to support Competition Management and Spectator Services in guaranteeingspectators, media, and other accredited persons comply with the regulations of the eventorganizers.Transport SecurityDelhi Police will monitor the entire Games transport network, providing a base level of security toall Games Family Members. Technical Officials will primarily use T4 category buses. Initial securitysearches will be mandatory for vehicles used to transport Technical Officials, prior to official use.These vehicles will be stored at secured sites and may undergo further security screening prior touse, on a daily basis. Each vehicle will be assigned an accredited driver who will be responsible formaintaining the safety and integrity of the vehicle. Each official bus will have one plain cloth armedpolice escort inside.Stay Safe at the GamesDelhi Police work closely with other supporting involved in Games Security, to establish a saferenvironment by reducing violence, crime and fear.Safety tipsBe aware of your surroundings, and stay in well-lit areas.Be familiar with the transport routes and locations that you will be using.Limit the amount of cash that you carry on person.Keep details of your passport (e.g. photocopy of first page), traveller’s cheques and creditcard numbers separate from your cash and wallet.When attending public events, bring beverages in non-glass containers.On the Road All car occupants must wear seat belts or child restraints (in the back seat).Commonwealth Games 2010 25

When driving outside major cities,stop and rest for at least fifteen (15) minutes every two (2) hours.Drivers must always carry their current driver’s licence, vehicle permit and insurancecontract.General Carrying or using prohibited drugs is a serious crime, resulting in a heavy fine or jailsentence.Carrying a knife (without justifiable cause) is against the law. The Athletes and Team Officials from all 71 CGAs willbe greeted with a wonderful Opening Ceremony to kick start the Games.Ticket AllocationA complimentary ticket for the Opening and Closing Ceremonies will be available to TechnicalOfficials who will be in Delhi on the dates of the Ceremonies. Under the Commonwealth GamesFederation Constitution, the following entitlements apply; Technical Officials are entitled to a seatat the Opening and Closing Ceremony. This ticket entitles the Technical Official to a seat in theFederation Stand.Technical Officials must show their ticket and Accreditation Pass to access their seat as this is anaccredited area.DistributionOpening and Closing Ceremony tickets will be distributed through the Technical Officials’ Hotel24hours prior to each Ceremony. It served as the capital ofthe Mughal until 1857, when Mughal emperorBahadur Shah Zafar was exiled by the British Indiangovernment. The British used it as a military campuntil India was made independent in 1947. It is now apopular tourist site, as well as a powerful symbol ofIndia's sovereignty: the Prime Minister of India raisesthe flag of India on the rampants of the Lahori Gateof the fort complex every year on Independence Day.It was designated a UNESCO World Heritage Site in2007. Thediameter of the base is 14.3 meters wide while thetop floor measures 3.8 meters in diameter. TheQutub Minar is notable for being one of the earliestand most prominent examples of Indo-Islamicarchitecture. It is surrounded by several otherancient and medieval structures and ruins,collectively known as Qutub complex. The complex islisted as a UNESCO World Heritage Site and is one ofthe most popular tourist destinations in Delhi.Akshardham is a Hindu temple complex in Delhi, India.Also referred to as Delhi Akshardham or waminarayanAkshardham, the complex displays centuries oftraditional Indian and Hindu culture, spirituality, andarchitecture. Technical Officials <strong>Handbook</strong>- ArcheryPre-Competition InformationOfficial Draw for Qualification RoundsThe draw (the assignment of the Qualification Round target numbers to the Athletes) is closed tothe public and will be carried out in accordance with the FITA Rules at 10:00, October 1 in the On-Venue Results Room at Yamuna Sports Complex Archery Venue. Three archers in A-B-C shootingformat from different countries will be assigned to each target.Technical Officials MeetingThe Technical Officials Meeting will take place on 2 nd October at 14:00 at Yamuna Sports ComplexArchery Venue. Technical Officials are requested to attend. A briefing for all Technical Officials willtake place at the meeting. The briefing will be conducted at the Technical Officials Lounge in theArchery Venue and will last approximately 1 hour. The agenda includes: Roll call Welcome and overview Pre-competition procedure Competition procedureTeam Captains MeetingThe Team Captains Meeting will take place on 2 nd October at 15:00 at the Press Conference Roomin Yamuna Sports Complex Archery Venue. Technical Officials are also requested to attend.Athletes Equipment InspectionThe equipment inspection will be done from 09:00 to 12:00 on October 3, 2010 at the AthletesEquipment Inspection Area in Yamuna Sports Complex Archery Venue.Teams will be called in alphabetical order and invited by the DOS to a tent that will be clearlyindicated in the competition field. All team members should wear their team uniform (1). Also allspare equipment must be brought to the equipment inspection.Athlete numbers must be worn on the archers’ quiver or thigh facing the waiting line. During theequipment inspection a demonstration on the usage of the PDA (unofficial scoring terminals) willbe carried out. Post-Competition ProceduresTechnical Officials <strong>Handbook</strong>- ArcheryAppealsAppeals must be submitted in writing. To assist with the submitting of an appeal, an appeal formwill be available at the Sports Information Desk in the Athletes Lounge and Sports InformationCentre.The purpose of the appeal is to allow competitors to question any action of the officials or athletesthat was not in line with the rules. Appeals as to the value of an arrow still in the target and the useof yellow card in the team event by a judge will not be considered.Appeals must be presented by the Team Manager/Captain or the appellant if no team official hasbeen appointed.The intention to file an appeal must be lodged in writing with the Chairman of Judge Commission orthe vice-chair within 5 minutes after the end of the match. A deposit of US$50.- (Euro 40.-) must bepaid to the Chairman of the Tournament Judge Commission, for the Appeal to be valid.When the Appeal is handled positively by the Jury of Appeal, the deposit will be returned. In caseof non-acceptance, the deposit won't be returned.All interested and involved parties will be circulated a report.ResultsDuring competition, the results will be displayed on the public scoreboard. After verification, theresults will be distributed to Technical Officials at the Archery Venue via the pigeonhole, followingthe distribution rules and availability of printed outputs.Competition RulesThe Archery competitions at the Delhi 2010 Commonwealth Games will be held in accordance withthe FITA Rule Book, effective after April 1, 2010, and the Cooperation Agreement between CGF andFITA in force at the time of the CWG. The Bye-Laws passed by FITA council in November 2009 areeffective for the 2010 CWG.Pursuant to the Cooperation Agreement between CGF and FITA, FITA assumes the responsibility forthe technical control and directions of its sport at the Commonwealth Games.Commonwealth Games 2010 39


Technical Officials <strong>Handbook</strong>- ArcheryCompetition FormatThe Archery Competition takes place from October 4 to10, 2010 (Day 1–Day 7) at Yamuna SportsComplex Archery Venue and India Gate.All qualification rounds, individual 1/32, 1/16 and 1/8 elimination rounds and team 1/8, 1/4eliminations are held from October 4 to 6, 2010 (Day 1-Day 3) at the Yamuna Sports ComplexArchery Venue.All individual quarterfinals, semi finals and finals, and team semi finals and finals are held fromOctober 7 to 10, 2010 (Day 4-Day 7) at India Gate.The Archery competition consists of eight (8) medals, four (4) for men and four (4) for women.MenIndividual RecurveIndividual CompoundTeam RecurveTeam CompoundWomenIndividual RecurveIndividual CompoundTeam RecurveTeam CompoundCompetition Day 1: Qualification RoundThe qualification round is the 70m Round which consists of 72 arrows shot in 12 ends of six arrowsat 70m on a 122cm target face. From the scores shot in the qualification round, archers will bequalified 1-64 and teams will be qualified 1-16. The shooting time limit in the qualification roundwill be four minutes for each end of six arrows.Competition Day 2: Individual Eliminations RoundsThe individual eliminations rounds consist of 1/32, 1/16 and 1/8 eliminations rounds. The matchesfor individual eliminations rounds are drawn by a match-play chart, which is based on the rankingof the 70m Round. Each elimination consists of a head-to-head match from which the winneradvances to the next round.In individual eliminations matches, archers shoot up to three sets of 6 arrows at 70m on a 122cmtarget face. They have four minutes to shoot six arrows, and both archers shoot simultaneously.In case of a bye, archers will be allowed to shoot in their own target, but only for the first two setsafter which they must leave the competition field whilst any three set matches continue. No scorewill be recorded or allowed to be displayed.Competition Day 3: Team Eliminations RoundsThe team eliminations rounds consist of 1/8 and 1/4 eliminations. The archers are free to choose the order of shooting.In case of a bye, teams will be allowed to shoot in their own target, but no score will be recorded orallowed to be displayed.Competition Day 4: Compound Team FinalsThe Compound team finals consist of semi finals and finals. The winning teams of Compound Menand Women in 1/4 Eliminations on Competition Day 3 will compete in the Compound team finalsmatches.In team finals matches, the teams shoot 4x6 arrows in two minutes, alternately. There are threearchers per team, who shoot one arrow each in rotation.The higher placed team in the qualification round will decide who shoots first in the first end ofeach match, and then the team with the lowest cumulative scores will shoot first in each followingend. If the scores tie, the team who shot first in the first end will shoot first.Competition Day 5: Recurve Team FinalsThe Recurve team finals are shot following the same format as the Compound team finals shot onthe previous dayCompetition Day 6: Compound Individual FinalsThe compound individual finals consist of quarterfinals, semi finals and finals. The remaining eightarchers of each Compound Men and Women will compete in the finals matches.In individual finals matches, archers shoot up to 5 sets of three arrows. They have 20 seconds toshoot one arrow, alternately.The higher placed archer in the ranking round will decide who shoots first in the first end of eachmatch, and then the archer with the lowest cumulative scores will shoot first in each following end.If the scores tie, the archer who shot first in the first end will shoot first.Competition Day 7: Recurve Individual FinalsThe Recurve individual finals are shot following the same format as the Compound individual finalsshot on the previous day.Commonwealth Games 2010 41


Technical Officials <strong>Handbook</strong>- ArcheryTie Break for IndividualsIf the tie persists after the third (3rd) set in Elimination Rounds and after the fifth (5 th ) set in FinalsRounds, a single arrow shoot off will be shot and the athlete with the arrow closest to the centrewill win.Tie Break for TeamsIn case of a tie, teams shoot one end of three (3) arrows each in a sudden death shoot-off until oneteam wins. The best score is used as the tiebreak on the first extra end or, if tied again, on thesecond extra end. If a third end is necessary, the closest arrow (measurement) of the end to thecentre of the target decides the winning team. If the closest arrow is tied, compare second closestarrow for both teams. If the second closest arrow again tied, compare the third closest arrow. If thethird closest arrow still tied, teams shoot one more three-arrow end for score (and if tied, forclosest to centre arrow etc. as above).Commonwealth Games 2010 42

For <strong>archery</strong>, there is seating capacity for 1500spectators.Field-of-PlayThe Yamuna Sports Complex venue consists of one competition field with training and warm-upfacilities. The FOP is equipped with 34 targets for competition with a provision for an additional fivetargets.The India Gate venue consists of one competition field with training and warm-up facilities. TheFOP is equipped with 2 targets for competition.Technical Officials LoungeA Technical Officials Lounge is located on the ground floor of the stadium in the venue, close to theFOP. Soft drinks, tea, coffee, water are provided.Venue MealsIf Technical Officials have no time going back to their hotels for lunch during competition days, theywill be provided with Venue Meals. International Technical Officials will get Lunch Packs in theirlounge. National Technical Officials will be given coupons and they can avail their meals at theworkforce dining/break area.Changing RoomsThe changing room facilities are available in the office building.Field EquipmentThe field is equipped with:TargetsTwo (2) targets in the final court and four (4) targets in the warm-up field are supplied byISTONE in India, a FITA approved supplier.Thirty-four (34) targets for qualification round in the competition field and ten (10)targets for training and warm-up in the training range are supplied by ISTONE in India, aFITA approved supplier.Commonwealth Games 2010 43

PDAs (unofficial scoring terminals)are used for processing the scores of qualification rounds and elimination rounds.Warm-up FacilityThe <strong>archery</strong> range for warm-up adjoins the competition field at the Yamuna Sports Complex withfacilities including Athletes Lounge, Changing Rooms, Shower and Medical Services available. Thetargets are set at 70 meter. There is also a warm-up area with targets set at short range for warmupand arrow tuning. This practice facility is open from 23rd September through to the end ofcompetition. All training sessions are open to the media.A warm-up field is available for warm-up at India Gate from Day 4 to Day 7. Targets will be set up at70m and 10m.Mixed ZoneThe mixed zone is an area where accredited media will be allowed to conduct short interviewsimmediately after athletes have competed. Athletes and coaches must pass through the mixedzone after competition and they are requested to cooperate and to speak with press orbroadcasters.Medical FacilitiesMedical Station available at the ground floor during competition and training.Service will be provided by a medical team comprised of a doctor, nurse and associates who willprovide services to all athletes and back-of-house staff.On-site ambulances to support the services and provide transportation as required directly toHospital, depending on the situation and accreditation.Commonwealth Games 2010 44
