Technical Officials <strong>Handbook</strong>- ArcherySecuritySafety for the Commonwealth Games is of prime importance to the Organizing Committee and allits stakeholders. The Security Function of the Organizing Committee will be responsible for allaspects of safety of the Games. Security Function will have a critical interconnection with all otherFunctional Areas supporting components for every element of the Games. In order to functioneffectively, security infrastructure and procedures must be seamlessly integrated with venuedesign and venue operations. The effective operation of the Security Functional Area will dependon close alignment of Delhi Police, Central Police Organizations and private security agencies topromote the single goal of integrated effective Games security. This will in turn require a clearunderstanding of the respective responsibilities by the Government of India, the Government ofNCT of Delhi and the Organizing Committee. To deliver seamless security, the three organizationswill have to work closely to an agreed unified command structure. The Government of India andthe Government of NCT of Delhi must ensure that sufficient resources are deployed to adequatelysecure the Games and all important installations during Game time depending on the existingthreat perception from time to time.In order to achieve the safe environment for the Games, Delhi Police has been entrusted with theresponsibility to provide Security cover in all respects for the Games. This would include crowdcontrol measures to prevent terrorism.VenuesThe Venue security will be looked after by its Venue Command and Control Centre. The Venues willbe secured with fully staffed access control points for entry and exit. Entry will be through thedesignated entry control points. Only accredited personnel will be allowed entry from the accesspoints. Security official will check the Games Accreditation Card of all persons entering the Venue.All will be required to walk through the DFMD on entry. Items carried will undergo X-ray inspection.Prohibited items such as firearms, knives and explosive material will not be allowed inside theVenue.The Venues will undergo lockdown a one month before the first event. The integrity will bemaintained by access control. There will be an advance and thereafter a regular anti sabotagesecurity check of Venue including parking space and open areas etc.CCTV surveillance will cover the entire premises of along with secure overlooking roof-tops.Specialized teams like: The Mobile Quick Reaction teams, Commando hit teams will be deployed atstrategic locations. CBRME Response teams, Bomb Disposal squads, Heliborne/ Mobile assaultteams for counter terrorism operations, Discrete mobile/ foot patrolling and surveillance insidethe Venue along with outer cordon/ area foot and mobile patrolling will be available to respond toany emergency if occurred.Commonwealth Games 2010 23

IAF isalso providing the heliborne surveillance support.All venues will have Multi-layered Security arrangements:Access control pointsLocated along the secure perimeter, are the first point of entry to a Games venue or complex.Before entering a Games venue or complex, persons will be liable to a security inspection (metaldetector, bag inspection, hand-held ‘wand’, physical inspection etc). Persons refusing to undergosecurity procedures will not be allowed to enter the venue/complex. Accredited persons will alsohave their accreditation checked at access control points. Persons without the appropriateaccreditation will be refused access. Those who have forgotten their accreditation will be directedto an accreditation help desk. Various security equipments will be deployed at the check pointslike: X-ray scanners, Anti-sabotage check equipments, Door Framed Metal Detectors (DFMDs),Hand Held Metal Detectors (HHMDs and other allied security accessories along with a network ofCCTVs).VehiclesVarious security systems will be deployed for vehicle access control. RF reader, UnderVehicle Surveillance System (UVSS), Boom Barriers, Tyre Killers and Road Blockers will beplaced at all vehicle access points to check the vehicles entering the venue.Vehicle checkpoints will be located at key positions around Games venues/complexes, usuallyalong the secure perimeter. Vehicles entering Games venues/complexes must display anappropriate vehicle permit for inspection. Vehicles without the appropriate permit will be refusedentrance. In addition, vehicles may also be subjected to a security search before being grantedaccess. Drivers and passengers must possess proper accreditation as well, and present their cardsfor inspection Vehicles dropping off Technical Officials at Games venues / complexes, that wish toenter and park in a secure parking lot, are subjected to a security screening at vehicle checkpointsbefore being granted access.Commonwealth Games 2010 24
