III. CONTENTCOUNTRY SPECIFIC1. Envisioning The Future We WantThe objective of the country consultations is to stimulate an inclusive, bottom-up debate onthe post-2015 development agenda, or, in the words of the Secretary General, The Future WeWant (see introduction). The idea is thus to facilitate a visioning process which is based onpeople’s experiences of, and ideas for, the future of the world they live in. 10 To this end, the guidingquestions provided below allow for discussions on people’s experiences (WHAT?), WHY? (rootcauses), agency (WHO?), actions (HOW?) and accountability (WHEN?).In order to stimulate a meaningful debate at different levels and with a range of stake-holders,the guiding questions may need to be adapted to the local context and different targetaudiences. In particular, it may be necessary to.Align the questions with a concept of development that is particularly relevantin the country (e.g., the concept of Buen Vivir/Vivir Bien in Ecuador and Bolivia) , andwith the human rights, environmental and labour rights treaty obligations to which thatgovernment has committed itself;Adapt the questions to different groups of stakeholders.While adapting to local needs is an important approach, it is also important that the questionsremain recognizable so that results within and across countries can be compared andaggregated and presented in a credible and powerful way in the intergovernmental process.The tool in annex 3.1 will help adapt the guiding questions without jeopardizing overall comparability.toolsAnnex 3.1: Matrix to adapt Guiding Questions28Post-2015 Development Agenda Process: Guideline for Consultations
