Brief Project Description:“Volunteering and Sustainable <strong>Development</strong>: Rio + 20 Follow up, the MDGs and <strong>Post</strong> <strong>2015</strong><strong>Agenda</strong>” is at project initiation stage.The United Nations Conference on Sustainable <strong>Development</strong> (Rio+20) to be held in June 2012and subsequent MDG related events in 2013 and 2014, particularly the UN General AssemblySpecial Event on MDG achievement in September 2013, present a unique opportunity <strong>for</strong> the UNto bring a people-centred and more inclusive approach to peace and sustainable development.An aspect of this UNV project, relevant to the UNDG-led country Consultations on the <strong>Post</strong> <strong>2015</strong><strong>Development</strong> <strong>Agenda</strong>, is to provide capacity to enable the RCs and the UNCTs to put communitylevel volunteering at the centre of the national policy discussions. An expected result, from thenational dialogue, emanating from the Rio+20 Conference and in lead up to the global MDGreview and development of a <strong>Post</strong> <strong>2015</strong> development framework, is that community levelvolunteering is recognised as instrumental <strong>for</strong> sustainable MDG achievement. Through theproject, UNV will also strengthen the capacity of UNV Field Units and national volunteernetworks to provide inputs to the national level discussions on MDG achievement and thepost-<strong>2015</strong> agenda. In addition, UNV hopes to develop targeted joint UN programming incollaboration with civil society and volunteer organizations and governments, to upscaleand replicate successful volunteer-based initiatives at the national, regional and global levels.UNDG is currently mobilising support around an initiative that aims to build a strategiccoalition of partners to shape the post-<strong>2015</strong> development agenda through broad engagementof poor and vulnerable people, governments, NGOs and grassroots organisations, the privatesector, trade unions and workers, and the academic community. This intensive collaborativeef<strong>for</strong>t towards <strong>for</strong>ming a post <strong>2015</strong>-development agenda recognises that a more robust‘people-centred’ approach is required in a changing development context to address the criticalchallenges of our time, build on the momentum of and lessons learned from the MDGsall of which need to be clearly underpinned by core UN norms, values and commitments.To facilitate the process, the following activities are in preparation: Inclusive nationalconsultations process to stimulate the debate on the post-<strong>2015</strong> development agenda, May 2012 –January 2013. These outreach exercises would complement <strong>for</strong>mal consultations led by the UN’sDepartment of Economic and Social Affairs (DESA) on behalf of the General Assembly (GA), andothers that the UN is supporting such as those in preparation of the UN Conference on Sustainable<strong>Development</strong> (Rio+20). In an initial step, UNDP will support 50 countries to holdnational consultations.UNV will support this national consultation process by facilitating and leveraging engagementof civil society, governments, UN entities and communities, especially through national, localand regional consultations and global networking. An important component of the project willalso focus on knowledge building and sharing through national level consultations to in<strong>for</strong>mnational and regional MDG reports and recommendations and volunteerism connections to the same.40<strong>Post</strong>-<strong>2015</strong> <strong>Development</strong> <strong>Agenda</strong> Process: Guideline <strong>for</strong> Consultations
From the process, the UNCT with UNV support and advice will produce a report on MDG andsustainable development achievements of civil society and volunteer organizations (includingUNV) through volunteerism, community voluntary action and citizen participation, to present toleaders at the UNGA Special Event on MDG achievement in September 2013.8. Organizational Context:Under the direct supervision of the UNV Programme Officer (PO), and overall guidance ofthe UN RC, the UNV<strong>2015</strong>NC will undertake activities that help realize activities related toimplementation of Rio+20 conference outcomes, the MDG review and <strong>Post</strong> <strong>2015</strong> <strong>Agenda</strong>, and asstipulated in the Project Document to which this assignment relates.10. Type of Assignment Place: assignments will be in both family and non-family duty stations11. Description of tasks:The UNV<strong>2015</strong>NC will be responsible <strong>for</strong> delivering key tasks in the following areas:d) Support the RC and the UNCT with multi-stakeholder country consultations onthe post <strong>2015</strong> <strong>Development</strong> <strong>Agenda</strong> including post Rio+20 follow up and MDG reviewrelated activities.e) Facilitate contributions to national MDG reporting by identifying and sharing goodpractice on demonstrating the impact of volunteerism/community engagementon MDG achievementf) Develop capacity of volunteer involving organisations to demonstratevolunteerism and MDG achievements and facilitate civil society and volunteeringorganizations’ participation in the consultation process at the national level.More specifically, s/he will:(a) Advise and support the UNCT through the UNRCO in through thefollowing activities: Promote, facilitate, and/or convene stakeholder gatherings to support nationallevel consultations on the MDGs and the post<strong>2015</strong> agenda Act as the focal point <strong>for</strong> volunteering and the post-<strong>2015</strong> <strong>Agenda</strong> in ,in liaison with, and direct supervision ofthe UNV PO Liaise with national and international volunteer involving organisations (VIOs),national volunteer committees, NGOs, grass roots organisations, academia andthe broader civil society organisations, to strengthen the constituency to participate innational consultations on the MDGs and the post <strong>2015</strong> agenda Augment UNV’s role at the national level in order to orient and buildmomentum <strong>for</strong> MDGs and the post <strong>2015</strong> discussions(b) Gather and share MDG-related practices and approaches:Collect data/in<strong>for</strong>mation through national and regional level consultationsto in<strong>for</strong>m MDG reports and recommendationsDisseminate in<strong>for</strong>mation on good practices, volunteer stories and audio visualmaterials on the impact of volunteering on MDGachievementMonitor and report on planned UNV initiatives related to national consultationson the MDGs and the post <strong>2015</strong> agenda<strong>Post</strong>-<strong>2015</strong> <strong>Development</strong> <strong>Agenda</strong> Process: Guideline <strong>for</strong> Consultations41
