A large component of the under spend relates to the East Park Road schemewhich is due for final completion in July 2011 following delays due to theadverse weather conditions in the winter. The major health centre schemeshave under spent by £0.092m, the majority of which is due to therefurbishment at Prince Philip House which is due for completion In May 2011.21. Other estate schemes have under spent by £0.409m due to a significant VATrefund relating to assets under construction brought forward from the previousyear and a write-off of assets under construction that could not be verified tospecific assets i.e. these were charged to the income and expenditure andtherefore credited the capital resource limit. (Note that if the costs had beentransferred to the fixed asset register the values would also have resulted in acharge to the income and expenditure as impairment).Cash22. NHSLC did not utilise all its cash resource and left £10.843m of its cash limitwith the Department of Health. Therefore of the cash that we drew down duringthe year at the end of March we were left with £0.6k in our cashbook.23. Table 7 provides details of the reason for the non utilisation of the £10.8m cashthat was left with the Department of Health. Much has been done over recent months to improve the BPPC performanceand in particular the Non NHS by number target. In addition the Financedepartment has reviewed the BPPC performance and found that scheduledpayments were not being correctly accounted for in the BPPC calculation. As aresult the BPPC has been adjusted retrospectively.
