Paper ANHS Leicester City Board Meeting12 May 2011spend is due to the high cost of some cases, therefore funding iskept in the budget in until year end in case it is required and thatfunding has just been released.It was RESOLVED- to note the in-year and forecast financial position ofNHSLC as at 28 February 2011.- to note the year to date performance of our administrativeduty.- to note the forecast achievement of all our key statutoryduties.MINUTES OF TRUST BOARD COMMITTEESLCB/11/61 Minutes of the Leicester City Community Health ServicesProvider Board held on 1 March 2011The Minutes of the Leicester City Community Health ServicesProvider Board held on 1 March 2011 were presented to theBoard for noting (as attached in Minute book – Appendixnumber LCB/04/11/F).It was RESOLVED- to note the minutes.LCB/11/62 Minutes of the Audit Committee held on 25 January 2011The Minutes of the Audit Committee of NHS Leicester City heldon 25 January 2011 were presented to the Board for noting (asattached in Minute book – Appendix number LCB/04/11/G).Dr Freeman reported that he and Mr Wilson have been liaisingover a number of internal audits that they believed had beensatisfactorily concluded but then were subject tosupplementary requests for evidence by the Internal Auditors.Mr Wilson felt it would be helpful in future to agree with theauditor what completion would look like prior to delivering theactions.In response to a query from Ms Patel, Mr Wilson stated that therole of the Audit Committee was to ensure that good governanceis implemented in the organisation. So far with the GPConsortium, as Chair of the Audit Committee, he did not knowwhat governance they have in place. The city GP Consortiumwill be sub-committee of the Board and will be subject to ascheme of delegation. Mr Sanders reported that discussions6
Paper ANHS Leicester City Board Meeting12 May 2011have been taking place and governance systems are beingestablished.Mr Finan asked about the transparency of the QIPP in terms ofwhat is the plan, how are we performing and what is theprogress to date. Mr Freeman reported that the QIPP DeliveryBoard has not met for sometime but expected that most of theQIPP would be delivered in the main provider contracts.Intermediate Care and frail elderly arrangements are in place.The five QIPP schemes are regularly reported through theperformance dashboard.It was RESOLVED- to note the minutes.LCB/11/63Date of Next MeetingThe next scheduled meeting of the Board of NHS Leicester Citywill be held on Thursday 12 May 2011 at Lakeside House, SmithWay, Enderby, Leicester LE19 1SS.
