• Is the proposed ingress/egress point placed at a convenient location to theusers?(iii)Traffic Improvement Measures to mitigate the traffic impactIf the traffic analysis indicates that the capacities <strong>of</strong> immediate roads and junctions areinadequate, appropriate road improvement and traffic management schemes should bedevised and implemented.(a)Traffic Improvement Measures<strong>The</strong> proposed traffic improvement measures (e.g. road widening and junctionimprovement, etc.) should be examined in conjunction with other improvementworks in the vicinity:• Check whether the proposed traffic improvement measures are practical andeffective in resolving the problem and its feasibility taking account <strong>of</strong> variousfactors including likely acceptance by the public.• Will the applicant be able to undertake the proposed traffic improvementmeasures? Has the applicant indicated his intention to undertake the proposedtraffic improvement measures?• Is the location <strong>of</strong> the proposed traffic improvement measures too far away fromthe development making it a proposal for the consideration <strong>of</strong> the Governmentonly? Under such circumstances, will the Government be prepared to do it forthe applicant?• Check whether felling trees and land resumption are required in theroad/junction widening proposals.Where necessary, the applicant should be requested to submit proposals for:• Footbridges/subways connecting to the site;• Public transport facilities and infrastructure within and outside the site;• Improvements to road sections fronting the site and leading to the development.(b)ImplementationImplementation <strong>of</strong> traffic improvement measures arising from developments is avery complicated issue unless the measures are simple in nature. Problemsrelating to the implementation <strong>of</strong> the traffic improvement measures include:• Which party t<strong>of</strong>inancethe measures• Who is the works agent?• How will it affect premium assessment?• Which department to take up the works required under the Roads (Works, Use& Compensation) Ordinance?• Any land resumption problem if it is regarded as a private project?
