T.P.D.M.V.1.1(Al/2001)1.4.9 <strong>Transport</strong> Policy Measures1.4.9.1 <strong>The</strong> general approach to the development <strong>of</strong> transport policy measures for alleviating trafficand transport problems is as follows-(i)(ii)(iii)(iv)(v)(vi)Policy aimsTo develop a number <strong>of</strong> transport policy aims based on the objectives set out in thetransport strategy "<strong>Hong</strong> <strong>Kong</strong> Moving Ahead - A <strong>Transport</strong> Strategy For <strong>The</strong> Future(1999)" and/or the study brief as appropriate;To develop a number <strong>of</strong> possible measures to address both the current problems andthe future scenarios;To establish a set <strong>of</strong> criteria for evaluating these measures in relation to the policyaims;To use the strategic transport model to evaluate the results <strong>of</strong> implementing variouspossible measures;To use the results <strong>of</strong> the evaluation to select proposed measures to meet some or all <strong>of</strong>the policy aims; andTo select those measures which are recommended to be incorporated into an overalltransport strategy.1.4.9.2 For most strategic transport planning studies, the main transport policy aims are to provide atransport system for the domestic and international movements <strong>of</strong> passenger and goodsvehicle, which is-(i)(ii)(iii)(iv)(v)(vi)(vii)(viii) SafeOperationally efficient;Financially competitive;Economically viable;Within budget;Conducive to land-use and other types <strong>of</strong> development;Environmentally acceptable;Acceptable to public; andthrough the administration <strong>of</strong> implementable schemes.Criteria for evaluating measures1.4.9.3 <strong>The</strong> criteria for evaluating alternative transport policy packages could vary from study tostudy, depending on the nature <strong>of</strong> the measures under consideration and whether economicbenefits and impacts in terms <strong>of</strong> vehicle fleets, traffic volumes, speeds, etc. can bequantified.
