T.P.D.M.V.1.1(Al/2001)1.4.6.9 Vehicle operating costs - Operating costs are developed for private cars, taxis, goodsvehicles and special purpose buses and categorised as-(i)(ii)(iii)Perceived costs - to reflect the costs on which travellers base their travel decisions,Financial costs - to be used in financial evaluations, andEconomic costs - to be used in economic evaluations.<strong>The</strong> estimates <strong>of</strong> such costs are based on data available for representative vehicles regardingvehicle price, tax, insurance costs, consumption <strong>of</strong> fuel, oil and tyre as well as expenditureon maintenance. As regards public transport, operating costs are assessed based on costinformation obtained from the operators.1.4.6.10 Public transport fares - It is necessary to make a projection <strong>of</strong> fare levels in order to forecastpatronage for each public transport mode. In CTS-3, upon review, future year fares on allmodes are assumed to remain constant in real terms as at 1998 levels, i.e. to increase at thesame rate as inflation.1.4.6.11 <strong>Transport</strong> policies - "<strong>Hong</strong> <strong>Kong</strong> Moving Ahead - A <strong>Transport</strong> Strategy For <strong>The</strong> Future"contains various transport policies on the continued development <strong>of</strong> <strong>Hong</strong> <strong>Kong</strong>'s transportsystem. <strong>The</strong> development <strong>of</strong> these policies has been based on recommendations <strong>of</strong> CTS-3,Recommendations/assumptions made in CTS-3 are subject to regular review as an on-goingexercise in light <strong>of</strong> the latest development. As and when necessary, ad hoc transportplanning studies are carried out to provide input to <strong>Transport</strong> Bureau for investigatingtransport policy options and developing policy plans. Endorsed policy measures aresubsequently incorporated into new transport planning studies to update previous trafficprojections and recommendations.1.4.6.12 Trip making characteristics - Large-scale household interview surveys on travelcharacteristics have been carried out about every ten years soon after each PopulationCensus. Three such surveys were conducted in 1973, 1981 and 1992 respectively. <strong>The</strong>survey results have been used to update assumptions on trip-making patterns andcharacteristics used in both territorial transport planning studies and district traffic studies.<strong>The</strong>y were also used in calibrating the CTS models.1-4-6.13 Cross boundary traffic forecasts - Future passenger movements to and from Mainland Chinaby road, rail and sea have been forecast by the Crosslinks Further Study Stage I using theCBM, Updated forecasts would be produced by <strong>Planning</strong> Department whenever there is amajor change in the input assumptions such as port cargo forecast, HKSAR or GuangdongProvince planning data.L4.6.14 Port forecasts - Port cargo forecasts were made by the Port and Airport DevelopmentStrategy Study in 1989. Subsequently, these forecasts have been updated periodically by thePort Development Strategy Review.1-4.6,15 Airport forecasts - Air passenger and freight demand forecasts were made by <strong>Transport</strong>Study for the New Airport in 1996. Subsequent updates are prepared periodically by theAirport Authority.
