page 30The use of such buses will, according to <strong>the</strong> World <strong>Bank</strong>,minimize <strong>the</strong> need for security. The World <strong>Bank</strong> basesthis proposition on <strong>the</strong> fact that <strong>the</strong> buses will remain inIsraeli territory, and that it will not be possible to leave<strong>the</strong> buses while en route. 165 However what <strong>the</strong> World<strong>Bank</strong> has overlooked is <strong>the</strong> important fact that entryinto <strong>the</strong> <strong>West</strong> <strong>Bank</strong> is effectively entry into Israel -- atleast until <strong>the</strong> security fence is complete. Thus, while<strong>the</strong> idea of sterile bus convoys may be acceptable, it isquestionable whe<strong>the</strong>r such convoys would only requireminimal security checks.Security checks should be placed in <strong>the</strong> hands of privatecontractors, who are acceptable to <strong>the</strong> Governmentof Israel (GOI) and <strong>the</strong> PA. By engaging such privatefirms for <strong>the</strong> control of security, performance will beenhanced and <strong>the</strong> possibility of officials’ questionablestandards on ei<strong>the</strong>r side minimized. 166 Fur<strong>the</strong>r, securitychecks should not occur for <strong>the</strong> first time at <strong>the</strong> border.In fact, all passengers should receive security clearancebefore traveling. Permission to travel could be denied tothose that <strong>the</strong> PA or <strong>the</strong> GOI deem to be security risks. 167Passengers should make advance reservations, and will<strong>the</strong>n be granted permission to travel, and searched at<strong>the</strong> border. The search, according to <strong>the</strong> World <strong>Bank</strong>,should not be too extensive, as <strong>the</strong> passengers will notalight in Israel. However, as discussed above this is atechnical fallacy, and thus <strong>the</strong> security check may needto be extensive. Indeed, one must consider that it is notonly passengers but <strong>the</strong>ir luggage as well, which needsto be checked. This may not only be costly, but also timeconsuming, and <strong>the</strong>re is <strong>the</strong>refore a suggestion thatfrequent travelers be issued <strong>with</strong> frequent traveler cardswhich could minimize delays. 168Assuming that such bus convoys would have a turnaroundtime of forty-five minutes for unloading, driver resttime, and time for reloading, a round trip would takeapproximately three hours on <strong>the</strong> sou<strong>the</strong>rn route, fourand-a-halfhours on <strong>the</strong> central route, and six hours on<strong>the</strong> nor<strong>the</strong>rn route. With five buses, having a capacityof sixty people, traveling in each convoy; and <strong>with</strong> anoptimum mix of routes, an estimated 2,100 people coulduse <strong>the</strong> convoy on a daily basis in each direction. 169 Whilethis is perhaps a maximal demand, such convoys wouldclearly meet current demand.An alternative to bus convoysis a railway linking <strong>the</strong> <strong>Gaza</strong><strong>Strip</strong> and <strong>the</strong> <strong>West</strong> <strong>Bank</strong>.This form of safe passagewas suggested by <strong>the</strong> RandCorporation in a reportreleased in 2005.The Rand Corporation concluded that <strong>the</strong> key toPalestinian statehood could lie in <strong>the</strong> topography of<strong>the</strong> <strong>West</strong> <strong>Bank</strong>. This is dominated by a North-SouthMountain Ridge, which divides <strong>the</strong> <strong>West</strong> <strong>Bank</strong>. The RandCorporation recognizes that economic development andsustainability requires <strong>the</strong> creation of rapid North-Southtransportation links <strong>with</strong>in <strong>the</strong> <strong>West</strong> <strong>Bank</strong>, and between<strong>the</strong> <strong>West</strong> <strong>Bank</strong> and <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong>. The Rand Corporationargues that one can combine this need <strong>with</strong> <strong>the</strong> topographyof <strong>the</strong> land, which lends itself to <strong>the</strong> creation of a majornew project running parallel to <strong>the</strong> ridgeline. The projectwould consist of <strong>the</strong> construction of a railroad and tollroad along <strong>the</strong> ridgeline. This, <strong>the</strong> corporation posits,would encourage fur<strong>the</strong>r development along <strong>the</strong> ridgeline of lines for electricity, natural gas, communications,and water. 170The railway would not only offer rapid transportationlinks between cities in <strong>the</strong> <strong>West</strong> <strong>Bank</strong>, but would link <strong>the</strong><strong>West</strong> <strong>Bank</strong> and <strong>Gaza</strong> <strong>Strip</strong>. To do so, <strong>the</strong> railway wouldrun for 70 miles along <strong>the</strong> <strong>West</strong> <strong>Bank</strong> ridges; and <strong>the</strong>nslip like a fishhook through <strong>the</strong> Negev desert and run forapproximately 70 miles to connect <strong>with</strong> cities in <strong>the</strong> <strong>Gaza</strong><strong>Strip</strong> and a proposed <strong>Gaza</strong> international airport. 171However, <strong>the</strong>re are o<strong>the</strong>r factors that offer support to thisform of safe passage. First, <strong>the</strong> construction of just <strong>the</strong>railway, toll road, and privately funded housing alongside<strong>the</strong> railway line would employ 100,000 to 160,000Palestinians per year over a five year period.
