stated that “[t]he United States is committed to Israel’ssecurity and well being as a Jewish state, includingsecure and defensible borders.” 225Any territorial link between <strong>the</strong> <strong>West</strong> <strong>Bank</strong> and <strong>Gaza</strong><strong>Strip</strong> only augments this threat by facilitating terroristinfiltration into Israel.D. Does Progress in <strong>the</strong> Peace ProcessDiminish <strong>the</strong> Threat of Terrorism?Disproportionate emphasis has been placed on defensibleborders in <strong>the</strong> context of an external threat from, forexample, Iran, to <strong>the</strong> exclusion of a more imminentthreat: terrorism. Too little, if any, consideration hasbeen given to Katyusha rockets or Qassam rockets oro<strong>the</strong>r such weapons being fired from <strong>with</strong>in <strong>the</strong> <strong>Gaza</strong><strong>Strip</strong> and <strong>West</strong> <strong>Bank</strong>. Terrorists carrying <strong>the</strong>se readilyavailable and easily transportable weapons could alsoinfiltrate from <strong>the</strong> <strong>West</strong> <strong>Bank</strong> into Israel. The concept ofdefensible borders is, perhaps, even more essential inthis context. Indeed, to see <strong>the</strong> real importance of <strong>the</strong><strong>Gaza</strong> <strong>Strip</strong> and <strong>the</strong> <strong>West</strong> <strong>Bank</strong> for Israeli security, oneneed only look at <strong>the</strong> many attacks that were carried outby <strong>the</strong> Palestinians living in <strong>the</strong>se areas prior to 1967.One can in fact distinguish, as Dan Haloutz, former IDFChief of Staff, between full-scale war and low-scaleconflict. Low-scale conflict does not mean that <strong>the</strong>re areno casualties. However, as compared to full-scale war,which is usually shorter, sharper and generally ends <strong>with</strong>a much clearer result, low-scale conflict is continuousand somewhat muddied. 226 It is this continuous, lowscaleconflict, which takes <strong>the</strong> form of thousands of actsof terrorism, <strong>with</strong> which <strong>the</strong> authors of this monographare presently concerned.In considering safe passage in <strong>the</strong> context of terroristinfiltration into Israel, concerns are raised by <strong>the</strong>possibility of a terrorist using <strong>the</strong> safe passage, leaving<strong>the</strong> established route (a highway, for example), andentering Israel in order to carry out an attack. that <strong>the</strong>re is a more subtle and more complex threat. Inan attempt to prevent terrorist infiltration into Israel,Israel has erected a security fence along <strong>the</strong> entire <strong>Gaza</strong><strong>Strip</strong> and part of <strong>the</strong> <strong>West</strong> <strong>Bank</strong>. It would be incorrect,however, to see this fence as a defensible border. Whilearound <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong> <strong>the</strong> fence has succeeded in blockinginfiltration attempts into Israel, this success is due inlarge part not to <strong>the</strong> fence but to <strong>the</strong> IDF that monitors<strong>the</strong> fence and has intercepted most terrorists before<strong>the</strong>y crossed through <strong>the</strong> fence. 227 Fur<strong>the</strong>r, and possiblymost importantly, <strong>the</strong> fence along <strong>the</strong> <strong>West</strong> <strong>Bank</strong> is onlyin <strong>the</strong> process of being constructed, and is incomplete inmany places. 228 Thus, safe passage from <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong>into <strong>the</strong> <strong>West</strong> <strong>Bank</strong> effectively constitutes safe passagedirectly into Israel. A terrorist can <strong>the</strong>refore use <strong>the</strong> safepassage, enter <strong>the</strong> <strong>West</strong> <strong>Bank</strong>, and from <strong>the</strong>re easilyinfiltrate Israel. 229The completion of <strong>the</strong> securityfence around <strong>the</strong> <strong>West</strong> <strong>Bank</strong> mayminimize this particular threat,and make it more difficult forterrorists to infiltrate Israel from<strong>the</strong> <strong>West</strong> <strong>Bank</strong>.to bring weapons into <strong>Gaza</strong>, it should be recalled that <strong>the</strong>PA under <strong>the</strong> late Yasser Arafat was itself responsible for<strong>the</strong> infamous Karine A, a cargo ship loaded <strong>with</strong> Iranianmissiles that Israel intercepted en route to <strong>Gaza</strong>. 232 Thelist of armaments on <strong>the</strong> ship is disquieting.As a result of <strong>the</strong> discovery of <strong>the</strong> Karine A, <strong>the</strong> PA,Hamas, Islamic Jihad and o<strong>the</strong>r organizations may not atpresent possess all of <strong>the</strong> arms which were on board <strong>the</strong>ship, but this does not mean that <strong>the</strong>ir efforts to acquiresuch weaponry have abated. Indeed, <strong>the</strong> practice ofarms smuggling has only increased <strong>with</strong> Palestiniancontrol of <strong>the</strong> Rafiah border crossing, as discussed in<strong>the</strong> Introduction. Yuval Diskin, head of Israel’s domesticsecurity service, <strong>the</strong> Shin Bet, said that large quantities ofweapons have been smuggled since Israel’s <strong>with</strong>drawalfrom <strong>Gaza</strong>. These included an undetermined numberof Soviet-era Grad artillery rockets <strong>with</strong> a range of 16.6miles, a small quantity of Strela surface-to-air missiles,305 anti-tank missiles and significant quantities ofmilitary-grade explosives. 233 Safe passage between<strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong> and <strong>the</strong> <strong>West</strong> <strong>Bank</strong> could open <strong>the</strong> doorto <strong>the</strong> free flow of rockets, arms, and artillery from <strong>the</strong><strong>Gaza</strong> <strong>Strip</strong> to <strong>the</strong> <strong>West</strong> <strong>Bank</strong> -- an as yet unprecedentedsituation. A heavily armed <strong>West</strong> <strong>Bank</strong> poses not only aterrorist threat, but in fact an existential threat to Israel,<strong>with</strong> or <strong>with</strong>out <strong>the</strong> security barrier.page 41However <strong>the</strong> security fence will not be a panacea to <strong>the</strong>terrorist threat from <strong>the</strong> <strong>West</strong> <strong>Bank</strong> and <strong>Gaza</strong> <strong>Strip</strong> thatis augmented by <strong>the</strong> creation of a safe passage.In addition, smuggling of arms from Egypt into <strong>the</strong><strong>Gaza</strong> <strong>Strip</strong> is a notorious and ongoing practice. Israeliintelligence believes that at least 10 Strella SA-7shoulder-launched anti-aircraft missiles have beensmuggled into <strong>Gaza</strong> in recent years. 230 Indeed, <strong>the</strong> IDFwebsite states that during <strong>the</strong> year 2003 a total of 44tunnels between Egypt and <strong>Gaza</strong>, presumably used for<strong>the</strong> passage of <strong>the</strong>se weapons, were discovered, while in2004 <strong>the</strong> number had decreased somewhat to 36. 231 It isleft for us to wonder how many of <strong>the</strong>se tunnels were notdiscovered and operate daily until today. And lest it beassumed that <strong>the</strong> tunnels are <strong>the</strong> only method devisedThere are numerous instances of terrorism committedby <strong>the</strong> firing of, for example, rockets and mortar shelling,as discussed above in <strong>the</strong> Introduction. These incidentshave had little impact on Israel, given <strong>the</strong> fact that mostrockets to date have been launched from <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong>and could until recently only reach <strong>the</strong> Israeli Negev cityof Sderot <strong>with</strong> a population of approximately 35,000. With<strong>the</strong> Israeli <strong>with</strong>drawal from <strong>Gaza</strong>, rocket attacks haveincreased in frequency. Especially <strong>with</strong> <strong>the</strong> weapons beingsmuggled from Egypt, <strong>the</strong> Israelis are concerned by <strong>the</strong>prospect of rockets <strong>with</strong> greater range and more powerfulwarheads being fired from <strong>Gaza</strong> into <strong>the</strong> major Israeliport of Ashdod and <strong>the</strong> industrial zone of Ashkelon. 234The danger of rockets striking Ashkelon is magnified by<strong>the</strong> location of <strong>the</strong> Rutenberg power station, as well as<strong>the</strong> large fuel and chemical depots, a desalination plant,
