page 38army or some combination of ground forces, and achievea high probability of success. 208 Within <strong>the</strong> pre-1967 lines,Israel loses <strong>the</strong> ability to defend herself. 209According to universal military principles of defense,an adequate defensive plan will allow a state sufficientstrategic depth to enable defensive forces to be deployed,and to ensure an acceptable distance between <strong>the</strong> frontand <strong>the</strong> strategic center of <strong>the</strong> state. Within <strong>the</strong> pre- 1967lines, at its narrowest, Israel was nine miles wide. Givensuch an insignificant width, nei<strong>the</strong>r of <strong>the</strong> two principlesof defense would be satisfied. Strategic infrastructurein <strong>the</strong> center of <strong>the</strong> country would be exposed, and <strong>the</strong>rewould be insufficient depth <strong>with</strong>in which <strong>the</strong> IsraeliDefense <strong>For</strong>ces could regroup and respond. 210The US Joint Chiefs of Staff recognized this after <strong>the</strong>Six Day War in 1967 when <strong>the</strong>y concluded that, “[f]roma strictly military point of view, Israel would require <strong>the</strong>retention of some captured Arab territory in order toprovide militarily defensible borders.” 211 Moreover, <strong>the</strong>claim to defensible borders was recognized as a rightby <strong>the</strong> phrasing of UN Security Council Resolution 242,<strong>the</strong> definitive statement of <strong>the</strong> senior body at <strong>the</strong> UnitedNations on settling <strong>the</strong> conflict. 212 The Resolution calls for<strong>the</strong> “[w]ithdrawal of Israeli armed forces from territoriesoccupied in <strong>the</strong> recent conflict (<strong>the</strong> 1967 War) (emphasisadded). It is vital to note that <strong>the</strong> resolution does notcall for <strong>with</strong>drawal from ‘<strong>the</strong> territories occupied’ butonly from “territories occupied.” The English versionof <strong>the</strong> Resolution, which is <strong>the</strong> prevailing version, 213intentionally leaves out <strong>the</strong> definite article “<strong>the</strong>” so asto leave vague <strong>the</strong> amount of territory from which Israelis expected to <strong>with</strong>draw. This tacitly confers a right todefensible borders on Israel. 214Ideally, for Israel to have defensible borders, threeelements should be satisfied. The first requires Israelicontrol over <strong>the</strong> external border between <strong>the</strong> <strong>West</strong> <strong>Bank</strong>and Jordan, and <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong> and Egypt respectively. Thesecond is <strong>the</strong> broadening of <strong>the</strong> corridor connecting TelAviv and <strong>Jerusalem</strong>, as well as establishing a perimeterto protect <strong>Jerusalem</strong>. Third, and finally, is shifting Israel’sboundary <strong>with</strong> <strong>the</strong> Palestinian entity eastward so thatmilitarily vital territory does not end up under Palestiniancontrol. 215 Aspects of <strong>the</strong>se elements may be viewed bysome as utopian, such as control over external borders.Indeed, Israel has recently relinquished control over <strong>the</strong>border between <strong>the</strong> <strong>Gaza</strong> <strong>Strip</strong> and Egypt.Since its capture by <strong>the</strong> IDF in 1967, <strong>the</strong> <strong>West</strong> <strong>Bank</strong> hascontributed greatly to Israel’s security. Immediatelyadjacent to <strong>the</strong> Israeli coastal plain, <strong>the</strong> <strong>West</strong> <strong>Bank</strong> northsouthmountain ridge commands a view of vital Israeliinfrastructure, such as <strong>the</strong> Ben Gurion internationalairport and major highways connecting <strong>Jerusalem</strong>, TelAviv, and Haifa. Thus, any hostile military force in chargeof <strong>the</strong> ridge could threaten daily life and even mobilizationof Israelis in <strong>the</strong> center of Israel. 216 Israeli control of <strong>the</strong>mountain ridge affords her some level of security.Moreover, <strong>the</strong> <strong>West</strong> <strong>Bank</strong> mountain ridge serves as abarrier protecting Israel’s coastal plain from attacks from<strong>the</strong> east. It comprises a 4,200 foot ridge that is relativelysteep, and would be an obstacle to a ground attack. At<strong>the</strong> very least, <strong>the</strong> amount of time it would take a hostileforce to reach <strong>the</strong> top of <strong>the</strong> ridge would be sufficient forIsrael to mobilize her reserve troops. Thus, even if notpreventing an attack by a conventional army, <strong>the</strong> ridgewould afford Israel <strong>the</strong> time necessary to prepare for aneffective defense. 217Moreover, although <strong>the</strong>remay have been somedevelopment, recent callsfrom <strong>the</strong> President of Iranfor Israel to be wiped off <strong>the</strong>map 223 reiterate <strong>the</strong> need forcaution in <strong>the</strong> proceedingsof Israel’s territorialconcessions.Fur<strong>the</strong>r, Israel’s control of <strong>the</strong> <strong>West</strong> <strong>Bank</strong> mountainridge enables her to prevent <strong>the</strong> smuggling of advanced
