The study wasbased on <strong>Nobina</strong>’s bus operations in Skaraborg and Kallhäll,outside Stockholm. The results show that it is possibleto reduce emissions by almost half when the traffic companyis given the freedom to use smaller vehicles, or use acombination of vehicle sizes. It also improves the planningconditions for services provided on different routes. Withless micromanagement, it is also possible to get more publictransport for the money. When traffic companies areallowed to make the right vehicle choices, based on theirown experience and adapted to demand, the benefits tosociety increase. However, this requires giving them ahigher degree of freedom than what is currently allowedin current public tendering of bus services.49
