<strong>of</strong>fer a quality attraction with appeal to many markets. We note<br />
that the existing unused rail corridor has gaps <strong>and</strong> therefore will<br />
necessitate either l<strong>and</strong> acquisition or allowing for part <strong>of</strong> the<br />
corridor adjacent to existing main roads.<br />
The “low impact” transport option such as a tram could <strong>of</strong>fer<br />
visitor commentary or current events <strong>and</strong> activities, <strong>of</strong>fer an<br />
evening dining experience (similar to Melbourne style dining<br />
trams) <strong>and</strong> provide an important link to restaurant, café <strong>and</strong> bar<br />
precincts around the waterfront.<br />
Every effort should be made to encourage the need for less<br />
private vehicle use <strong>and</strong> to show a more environmentally friendly<br />
approach to visitor transportation. In this regard, a proposed<br />
extension to the light rail to operate between Hervey Bay <strong>and</strong><br />
Maryborough should be encouraged to be developed as soon<br />
as possible as a Stage 2 extension.<br />
5 .2 .2 Bruce Highway Upgrade<br />
The regions have three major highways running through them.<br />
These are the Bruce <strong>and</strong> Burnett Highways both north south<br />
arteries (coastal <strong>and</strong> hinterl<strong>and</strong> respectively) <strong>and</strong> the Isis which<br />
is an arterial highway connecting Bundaberg with the inl<strong>and</strong><br />
town <strong>of</strong> Childers <strong>and</strong> then Ban Ban Springs where it connects<br />
into the Burnett Highway.<br />
The highways are <strong>of</strong> mostly good surface quality but with the<br />
increase in traffic from industry (mining particularly) <strong>and</strong><br />
residents, more overtaking opportunities are required. It is<br />
strongly recommended that the Bruce Highway is prioritised for<br />
upgrading including completion <strong>of</strong> more overtaking<br />
opportunities between Gympie, Maryborough <strong>and</strong> Bundaberg<br />
as soon as possible.<br />
The <strong>Department</strong> <strong>of</strong> Main Roads has identified that overtaking<br />
lanes are a key priority for this section <strong>of</strong> highway.<br />
5 .2 .3 Bundaberg Airport Re-Development<br />
Bundaberg is planning to develop an industrial estate at the<br />
airport with air side access <strong>and</strong> hangars for businesses <strong>and</strong><br />
residents alike. This development should be reflective <strong>of</strong> the<br />
local government planning schemes <strong>and</strong> also the work being<br />
undertaken regarding “Urban Footprint” <strong>and</strong> will be compliant to<br />
both State interests <strong>and</strong> the development application<br />
processes. 33 The industrial estate will also need to take into<br />
consideration the Industrial L<strong>and</strong> Dem<strong>and</strong> Strategy presently<br />
being undertaken by the <strong>Department</strong> <strong>of</strong> Infrastructure <strong>and</strong><br />
Planning.<br />
Port <strong>of</strong> Bundaberg<br />
Developing Bundaberg Airport Industrial Park as a fly in-fly out<br />
accommodation (with hangar parking) zone <strong>and</strong> a small aircraft<br />
construction hub (with associated education <strong>and</strong> business<br />
opportunities) will have significant economic benefits for the<br />
local region as well as drawing a different class <strong>of</strong> visitor.<br />
The airport runway will be extended to take jet aircraft by 2010.<br />
In addition, Bundaberg also benefits from having an aviation<br />
degree on <strong>of</strong>fer at the CQ University campus.<br />
These various aviation activities might create synergies <strong>and</strong> a<br />
logical linkage to this 21st century education <strong>and</strong> manufacturing<br />
hub could be connectivity to the new Hinkler Hall <strong>of</strong> Aviation,<br />
located in the botanical gardens in central Bundaberg.<br />
There is a need to develop the Business Gateway Centre as a<br />
priority for the airport <strong>and</strong> aerospace precinct. The Business<br />
Gateway Centre requires <strong>of</strong>fice accommodation as part <strong>of</strong> the<br />
business park <strong>and</strong> to encourage various relevant government<br />
bodies to relocate there.<br />
Whilst a new quality passenger terminal has been planned for<br />
the redeveloped Bundaberg airport funding is still to be<br />
secured. Whilst Bundaberg Regional Council would be a<br />
partner in any development <strong>of</strong> the passenger terminal facilities,<br />
there is a preference to gain financial support from both state<br />
<strong>and</strong> federal governments. The re-development <strong>of</strong> the passenger<br />
terminal facilities is a key component <strong>of</strong> any re-development <strong>of</strong><br />
the airport overall.<br />
There are already a small number <strong>of</strong> aviation based tours<br />
including gliding, fixed wing <strong>and</strong> helicopter joy flights. With the<br />
development <strong>of</strong> the airport <strong>and</strong> aerospace precinct, the<br />
opportunity exists to grow the level <strong>of</strong> tour operator support<br />
<strong>and</strong> help position the Bundaberg regional airport <strong>and</strong> aerospace<br />
precinct as a significant location within the state <strong>and</strong> potentially<br />
the eastern seaboard <strong>of</strong> Australia for training in gliders, fixed<br />
wing <strong>and</strong> even helicopters as well as the holding <strong>of</strong> events <strong>and</strong><br />
promotional activities.<br />
5 .2 .4 Bundaberg <strong>and</strong> Fraser Coast Regional<br />
Road Network <strong>and</strong> Signage<br />
For all the highways, existing <strong>and</strong> prospective in the region<br />
there is a requirement for the regional road network to have<br />
signage upgrades.<br />
Some <strong>of</strong> the hinterl<strong>and</strong> roads with the most picturesque<br />
l<strong>and</strong>scapes are narrow, windy <strong>and</strong> unsealed. This is an<br />
immediate problem for tourism, as rental car companies<br />
generally have clauses not allowing vehicles to be driven on<br />
non-sealed roads. In addition, many city dwellers are not<br />
