UNAIDS: The First 10 Years

Ukraineare allocated for the provision of substitution therapy, after a successful registration ofmethadone in tablet format. This serves as a prerequisite for the substantial scale-up ofsubstitution therapy for injecting drug users, for the effective prevention of HIV andimproving adherence to antiretroviral therapy among HIV-infected injecting drug usersacross Ukraine.143Overall, Ukraine appears on the preferred track of HIV response, with all the elementsof the “Three Ones” in place and support from the UK’s Department for InternationalDevelopment in line to support its full implementation. Though continuity andcoordination at national level may be a challenge, due to leadership issues and changein government, progress is well under way with regard to monitoring and evaluation,revision of the National AIDS Strategy and Programme, the increasing involvementof civil society, including people living with HIV, and good collaboration amongstakeholders at all levels.Ukraine is currently significantly intensifying efforts in the areas of prevention ofHIV, treatment, care and support for people living with HIV, and other affectedcommunities, with the support from the US$ 92 million Global Fund grant currentlybeing implemented, a US$ 26 million loan from the World Bank, and additionalsupport from the bilateral donors and the UN.As the rates of HIV soarin Eastern Europe, so dothe numbers of orphanedchildren.
