In 1996, the annual resources available for AIDS amounted toUS$ 292 million and in 1997, US$ 485 million 2 .On 1 January 1996, after a series of meetings, reports, working groups, whispered conversationsand angry confrontations in corridors and telephone calls around the world, UNAIDSbecame operational. With a staff of 91 in the Geneva-based Secretariat and 10 in variousregions – more would be recruited during that year – the fledgling organization wouldquickly have to learn how to fly.
