ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO FOR THE PERIOD <strong>2009</strong>–<strong>2018</strong>Among others, these agreements cover: compensation for electricity transit, and without consent of KOSTT JSC it allocates <strong>Kosovo</strong>’selectricity transmission system capacities, and collects revenues based on cross-border electricityJune 2008 the Transmission System Operator (TSO) of Serbia has collected and is holding abouthas stopped paying for the reserve (secondary regulation), while continues to compensate forAlthough a Contracting Party to the <strong>Energy</strong> Community Treaty, Serbia violates these twoagreements, seized rights belonging to <strong>Kosovo</strong>, collects compensation from the CBT mechanismfor the area belonging to <strong>Kosovo</strong>, and it is not transparent in transmission capacity allocations forregional imports, thus unreasonably increasing electricity import prices in the region and impedingPolitically motivated, the Serbian TSO, and Serbia itself as a Contracting Party to the EnCT, Relations with the regional power system and the position of <strong>Kosovo</strong>Government of <strong>Kosovo</strong> will institutionally support establishment of suitable conditions forKEK JSC to have access to the entire electricity transmission and distribution networks, meet itsGovernment of <strong>Kosovo</strong> respects international agreements and obligations deriving from the EnCTand will continue to cooperate with all contracting parties of the EnCT, therefore with Serbia asEventual failure to respect EnCT obligations will have negative consequences for theoperationalization of the regional electricity market and will become an obstacle to development of6.4 Donors’ Conference for <strong>Kosovo</strong>sector, due to its importance for the future sustainable economic and social development ofregarded the importance of energy sector, but also highlighted the need for continuation of theMinistry of <strong>Energy</strong> and Mining Faqe 41
