ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO FOR THE PERIOD <strong>2009</strong>–<strong>2018</strong>10. Strategic ObjectivesAccelerated and sustainable economic development of <strong>Kosovo</strong> will substantially depend onimplementation of adequate economic and structural policies and reforms which will ensurehas designated the energy sector as one of the key standing pillars of sustainable economic andand developing new power generation capacities - based on rational utilization of abundant ligniteresources - to cover increasing domestic demand for electricity and also to export, which are twoSecurity of supply, promotion of investments in the sector, preserving of environment and furtherdevelopment of the energy market are the main strategic goals of the new European strategy forthe EU energy sector. A number of important objectives derive from these goals, including the socalled20% - 20% - 20%.objectives of the EU plan 20-20-20 for the energy sector requiring member countries that by 2020:The review of strategic objectives is based on comprehensive analysis of the: (i) situation in theenergy sector, (ii) <strong>Energy</strong> <strong>Strategy</strong> 2005-2015, (iii) Program of the Government, as well as (iv)Secure reliable energy supply: All categories of energy consumers must be able to enjoyRestructure and develop the energy sector in compliance with the <strong>Energy</strong> Community Treaty(EnCT): The energy legislation in <strong>Kosovo</strong> must be in line with the European Union Acquis reforming its energy industry in order to ensure competition in the energy market under thegeneral principles of open competition, non-discrimination, transparency, equality, respect Development andrehabilitation of power generation capacities with private investment is of high priority forensuring of reserve capacity, and export of electricity will promote sustainable developmentDevelop energy transmission infrastructure: <strong>Kosovo</strong> has unbundled the transmissionfunction (KOSTT JSC is already incorporated) and is working to enhance its transmissionand transformers capacities for domestic supply and connections with the systems ofneighboring countries, through rehabilitation, reinforcement and expansion of its transmissionFaqe 60Ministry of <strong>Energy</strong> and Mining
