Economic reportOnshore – the domestic marketbecomes a pioneer market aga<strong>in</strong>The German market ma<strong>in</strong>ta<strong>in</strong>s its outstand<strong>in</strong>g position as a domestic and referencemarket for turb<strong>in</strong>e manufacturers and their suppliers <strong>in</strong> Europe. German manufacturersare able to draw on two decades of experience <strong>in</strong> establish<strong>in</strong>g and expand<strong>in</strong>g w<strong>in</strong>denergy. The home market rema<strong>in</strong>s a showcase for the world leaders <strong>in</strong> technology. Theearly construction of the first w<strong>in</strong>d farms means that Germany has now become one ofthe pioneers <strong>in</strong> the area of repower<strong>in</strong>g.In 2010, the German w<strong>in</strong>d turb<strong>in</strong>e marketfell by 19 % as a consequence of the economicand f<strong>in</strong>ancial crises. In addition,many suitable w<strong>in</strong>d farm sites are alreadyspoken for. Nevertheless, the onshore market<strong>in</strong> Germany cont<strong>in</strong>ues to be considerablylarger than the market for turb<strong>in</strong>es atsea: of the 1,551 MW of newly <strong>in</strong>stalledw<strong>in</strong>d capacity <strong>in</strong> 2010, just 108 MW camefrom offshore turb<strong>in</strong>es.Although areas for construct<strong>in</strong>g w<strong>in</strong>d farmson land are restricted, the significance ofrepower<strong>in</strong>g will <strong>in</strong>crease <strong>in</strong> the next fewyears – that is replac<strong>in</strong>g smaller, technicallyoutdated w<strong>in</strong>d turb<strong>in</strong>es with biggerand more powerful, modern plants. Withthe 2009 amendment to the EEG (GermanRenewable Energies Act), repower<strong>in</strong>g hasbecome more attractive. W<strong>in</strong>d turb<strong>in</strong>eoperators receive a repower<strong>in</strong>g bonus of0.5 cents per kilowatt hour <strong>in</strong> addition totheir EEG remuneration. This allows significantlymore power to be generated withfewer turb<strong>in</strong>es at established w<strong>in</strong>d farmsites.In 2010, accord<strong>in</strong>g to the <strong>in</strong>vestigations ofthe German W<strong>in</strong>d <strong>Energy</strong> Institute (DEWI),116 w<strong>in</strong>d turb<strong>in</strong>es with a total rated capacityof 56 MW were dismantled and replacedby 80 turb<strong>in</strong>es with a total of 183 MW. It isconceivable that this type of activity will<strong>in</strong>crease <strong>in</strong> the next few years. Repower<strong>in</strong>gis particularly worthwhile for w<strong>in</strong>d farmsthat were established at high-w<strong>in</strong>d sites,such as on the North Sea and Baltic coasts,<strong>in</strong> the 1980s and 90s. The rated capacity ofa w<strong>in</strong>d turb<strong>in</strong>e <strong>in</strong> 1995 was 472 KW, todayit is touch<strong>in</strong>g on 2 MW.For the owners, it is often worth dismantl<strong>in</strong>g,sell<strong>in</strong>g and replac<strong>in</strong>g turb<strong>in</strong>es whenthey have served between 12 and 15 yearsof useful life. BWE estimates that by 2015at the latest, over 9,500 w<strong>in</strong>d turb<strong>in</strong>eswith a capacity of 6,000 MW will reachrepower<strong>in</strong>g age. This equates to an <strong>in</strong>vestmentvolume of 40 billion euros.Follow<strong>in</strong>g <strong>in</strong>itial <strong>in</strong>stallations, there is anopportunity for Germany to become a pioneerand reference market for manufacturers,suppliers, planners and operators <strong>in</strong>the area of repower<strong>in</strong>g too. However, toachieve this it will be necessary to overcomereservations among local residentsand restrictions <strong>in</strong> build<strong>in</strong>g regulations. Forexample, height restrictions for turb<strong>in</strong>es <strong>in</strong>many municipalities prevent any usefulconversion of w<strong>in</strong>d farms, as do m<strong>in</strong>imumdistance requirements <strong>in</strong> some Germanstates.16 W<strong>in</strong>d <strong>in</strong>dustry <strong>in</strong> Germany
