The global response to high food prices: what is being done?bat <strong>hunger</strong> <strong>and</strong> food <strong>insecurity</strong>, whose first missionwill be to ensure global food security remains aglobal political priority. The expected roles of theGPAFS will be to:for mutual accountability between donors <strong>and</strong>their partners. It is vital that decisions made bythe new body are needs-driven <strong>and</strong> not donordriven.encourage effective coordination of differentactorstackle emerging global policyreform international institutions, where neededensure developing countries fully supportinterventions <strong>and</strong> approachesThe ambiguity surrounding the potential focus,structure <strong>and</strong> methods of the Global Partnershipmakes it hard to assess the possible impact of theinstitution. In this regard, Action Against Hungerhas mainly questions. At what level will the GPAFSbe focused; will it be a national or a global tool foraddressing food <strong>insecurity</strong> <strong>and</strong> malnutrition? Whowill provide leadership? What will be the relationshipbetween the Partnership <strong>and</strong> the CFA? Morespecifically, will the former endorse the latter? Willthe GPAFS last? Will it achieve real results?Action Against Hunger, Save the Children, Concern,Care International <strong>and</strong> Tearfund (2008) articulated,in a joint statement, four critical elementsneeded to form the Global Partnership.The GPAFS must prioritise malnutrition alongsidefood security <strong>and</strong> agriculture as did theCFA, specifying explicit nutrition objectives.While food security <strong>and</strong> malnutrition are linked,ensuring access to adequate quality of foodswill not prevent malnutrition, <strong>and</strong> specificallymicronutrient deficiencies.Donors must commit the additional fundsneeded to allow the GPAFS to function fully<strong>and</strong> effectively. To date, funding has been relativelyshort of the estimates provided by theCFA <strong>and</strong> shorter of the calculations producedby Action Against Hunger.The GPAFS should be guided by the ParisDeclaration on Aid Effectiveness <strong>and</strong> striveCivil society must have an audible voice withinthe Partnership. Current proposals fail to acknowledgethe crucial role civil society (globally<strong>and</strong> nationally) can play in providing a voiceof those in need <strong>and</strong> improving independencefrom donors <strong>and</strong> governments alike. Ultimately,the legitimacy of the GPAFS will depend onthe meaningful inclusion of the various actorswithin civil society.Lawrence Haddad, Director of the Institute of DevelopmentStudies, is quoted by the InternationalDevelopment Committee (2008:38), saying “[w]hilethere are exceptions, very few truly joint initiativesmanage to transcend the institutional fights for resources<strong>and</strong> media limelight.” Action Against Hungersupports the pursuit of greater coordination ofaid, but asserts that there is a real need for strong,singular leadership <strong>and</strong> sustained, committed politicalsupport in the fight against food <strong>insecurity</strong> <strong>and</strong><strong>hunger</strong>. This applies both to the CFA <strong>and</strong> GPAFS.The Madrid Meeting will shed some light here, butit is difficult to see how another global ‘partnership’will be able to meet needs with desired results in arespectable timeframe.5.1.3 The United NationsFour agencies within the vast United Nations networkare pertinent to the current debate. The WorldFood Programme was first to react to rising foodprices. FAO <strong>and</strong> IFAD gained increasing recognitionas major players in the future of global foodsecurity.
