8. UNFINANCIAL MEMBERSNo member of a Club who leaves such Club to join another Club shall be eligible to play in any fixture organisedby <strong>Queensland</strong> <strong>Cricket</strong> or any of its affiliates, until they are financially clear of the Club of which they wereoriginally a member. No player who has been playing in the competition of an affiliated association shall be eligibleto play in any competition of an affiliate until they satisfy the Executive Committee of that Club that they arefinancially clear of such an affiliated association. A player shall be deemed to be financially clear of a Club if, up tothe time of leaving the Club, they have paid their annual subscription, special levies in the nature of subscription,wicket fees, and any penalty validly imposed by the Club in accordance with the rules thereof. The final decisionshall be left to the discretion of the <strong>Queensland</strong> <strong>Cricket</strong> Appeals Tribunal.9. GRADING OF PLAYERS[a] Any Club taking part in the Grade Competition may demote any player who has played in its higher grade teamsas follows:(i) Maximum of two grades between First Grade to The Norm McMahon Shield and The Alan Pettigrew Shieldto The Bob Spence Shield; or(ii) One grade between The Norm McMahon Shield, The Bob Spence Shield, The Roy Tanner Shield and TheWEP Harris Shield; butfor any round commencing after December 31, a player who as at the commencement of that round has played10 days in that grade and or any higher grade during the season and who has scored more than 200 runs or takenmore than 15 wickets, in all forms of competition in that grade and or any higher grade may not be demotedwithout the Club having first applied for and obtained the consent of the Grade Committee. Applications forregrading must be lodged at the <strong>Queensland</strong> <strong>Cricket</strong> Office no later than 12 Noon on the Wednesday precedingthe commencement of the round.[b] For any round after the first round, and subject to Regulation 9 [a], a Club must make application to the GradeCommittee to regrade any player more than two grades below First Grade and The Alan Pettigrew Shieldrespectively, and more than one grade below The Norm McMahon, The Bob Spence and The Roy TannerShields. Submissions must include documentation of the player’s performances and may include medicalcertificates and reports, to be lodged at the <strong>Queensland</strong> <strong>Cricket</strong> Office no later than 12 Noon on the Wednesdaypreceding the commencement of the round.[c] No player shall be permitted to participate in both The Katherine Raymont Shield and The Second Grade Shieldmatches on the same day.10. LIST OF FIXTURES[a] At the July meeting of the Grade Committee complete rounds of fixtures shall be determined and copies thereofforwarded by the Grade Secretary of <strong>Queensland</strong> <strong>Cricket</strong> to the Secretary of each Grade Club.[b] The Grade Committee shall determine upon what grounds competition matches shall be played, and noalteration of either fixture or ground therefore shall be made except by the Grade Committee.[c] Should any portion of any fixture be played upon any ground other than that allotted to it, neither Clubparticipating in such fixture shall be awarded any points for that match.[d] The ground, allocated by the Grade Committee, may not be changed while a match is in progress.11. FITNESS OF GROUND[a] Subject to the force and effects of the Laws of <strong>Cricket</strong> at all material times prior to the period prescribed for playon any scheduled match day, the decision regarding the fitness of a ground and/or wicket for play, and/orpossibility of play not taking place on such grounds owing to weather conditions shall be in the hands of thecaptains of the teams drawn to play on such ground. If either captain considers that there is no possibility of playtaking place, the captain of the other team shall immediately be advised. If both captains agree that there is nopossibility of play this information shall forthwith be conveyed by the captains to the State Umpire Manager,<strong>Queensland</strong> <strong>Cricket</strong>. Any Club, who fails to contact the State Umpire Manager, <strong>Queensland</strong> <strong>Cricket</strong>, shall paythe umpires’ fee payable in respect to that day. Each captain shall also forthwith advise the Secretary of theirClub of the decision. If on match day both captains agree to play then the match commences and/or resumes.[b] Following the commencement of play if the umpires consider the wicket and or ground unsafe to play, then playmay be suspended until it is considered safe to play or the day’s play cancelled.[c] Where a Club is not in control of its grounds, it is recognised that the ground authority may cancel the day’splay.[d] If no such decision is made, it shall be obligatory on both teams to attend the ground at the time fixed forcommencement of play.[e] When mowing grounds, preparing and covering wickets prior to the commencement of play on a scheduled dayof play, the home side must first attend to its number one oval, then the number two oval and finally the numberthree oval.13
