PART A: STRATEGIC OVERVIEW3. STRATEGIC ALIGNMENT OF NATIONAL OUTCOMES TO THEDEPARTMENTAL 5YEAR STRATEGYThe government has identified 12 outcomes that constitute the key responsibility for government<strong>Department</strong>s and State agencies towards 2014. Each outcome has a limited number <strong>of</strong> measurableoutputs with targets. Each output is linked to a set <strong>of</strong> activities that will help achieve the targetsand contribute to the outcome. Each <strong>of</strong> the 12 outcomes has a delivery agreement betweenthe responsible political principals and accounting authorities in all spheres <strong>of</strong> government. Thedelivery agreement provides detailed output, targets, indicators and key activities to achieve eachoutcome. Combined, these delivery agreements reflect government’s commitment to doing thingsdifferently as an added impetus to service delivery.Whilst government <strong>Department</strong>s are expected to contribute to all 12 outcomes, each <strong>of</strong> the outcomesis specifically assigned to the reconfigured government <strong>Department</strong>s. Accordingly, the<strong>Department</strong> <strong>of</strong> <strong>Agriculture</strong>, Environmental Affairs and Rural Development is assigned as a leading<strong>Department</strong> for outcome 7 and outcome 10.The <strong>Department</strong> has revised its 5 year strategy in order to align itself to the new Outcomes Approachadopted by the National Cabinet. Government has agreed on 12 Outcomes as key focus<strong>of</strong> work between now and 2014. Each outcome has a limited numbers <strong>of</strong> measurable outputs withtargets.
