FOREWORD BY THE MECThe outcomes based approach adopted by government in 2009 emphasises the need for monitoringand evaluation <strong>of</strong> government programmes in order to enhance service delivery. As the ExecutingAuthority for this <strong>Department</strong>, I have to ensure delivery for outcomes 7 and 10. I have committedmyself and the <strong>Department</strong> to working together with key partners to undertake activities effectively andon time to produce the mutually agreed upon outputs which in turn will contribute towards achievingthese outcomes.It is for this reason that I have emphasised the signifi cance <strong>of</strong> this <strong>Annual</strong> <strong>Performance</strong> <strong>Plan</strong>. Thisyear, the <strong>Department</strong> has conducted its planning meticulously. We have appreciated the challengesthat confront us. We have recognised the weaknesses in our internal systems, and with the areasidentifi ed by the Auditor-General, we have already developed our internal control mechanisms toachieve a clean audit in this fi nancial year. That can only be achieved by the inculcation <strong>of</strong> a renewedspirit <strong>of</strong> commitment to due processes and compliance with the legislative prescripts that govern the<strong>Department</strong>’s work.I would like to thank the Head <strong>of</strong> the <strong>Department</strong>, management and all <strong>of</strong>fi cials <strong>of</strong> the <strong>Department</strong> fortheir dedication and commitment to serving the people <strong>of</strong> this Province.
