The <strong>Department</strong> is shifting away from an interventionist approach to an investment approach inimplementing its projects. The <strong>Department</strong> will also focus on large-scale, high- impact, high-valueprojects with a potential for high-level returns on investment. In making decisions about projects tobe supported, the <strong>Department</strong> will take into consideration the following factors:• Scale <strong>of</strong> operation• Level <strong>of</strong> management• Gross margins• Individual benefi ciationHowever, it is crucial that a set <strong>of</strong> complementary and effective services are available for small-scalefarmers. The <strong>Department</strong> will therefore continue with its support to small-scale farmers through itsprogrammes. The focus <strong>of</strong> the co-operatives will only be on procurement <strong>of</strong> inputs and marketing <strong>of</strong>produce. Initiatives for establishing household gardens, community gardens and institution gardenswill continue to be promoted as a means to increase food production and reduce food insecurity.This broad-based approach ensures that by the time the <strong>Department</strong> exits, the farm is a thrivingsustainable enterprise. The KwaZulu Natal Province is predominantly rural and basically everyhousehold is a farming household with potentially productive land because <strong>of</strong> the sparseness <strong>of</strong>houses. The two broad based programmes are the Mechanisation and the Livestock programmes.The <strong>Department</strong> will identify markets that would be linked to Mechanisation and the LivestockProgramme e.g. the school feeding scheme by the <strong>Department</strong> <strong>of</strong> Education, government hospitalsby the <strong>Department</strong> <strong>of</strong> Health and food programmes for the vulnerable by the <strong>Department</strong> <strong>of</strong> SocialDevelopment.The <strong>Department</strong> is at the forefront <strong>of</strong> a renewed vision for economic growth and development. Wetherefore cannot continue to operate as usual. Let us show our commitment to promoting agricultureand the green economy as catalysts for poverty alleviation, job creation, economic development andfood security.
