However, following the need to respond to other inter<strong>national</strong> requests, suchas the calculation of the Nitrogen Balance for the OECD/EUROSTAT, the National StatisticalInstitute, in collaboration with the Laboratório Químico Agrícola Rebelo da Silva 116 and ADP 117 ,having found the same lack of available data, produced a methodology (INE,2004) thatestimates the Apparent Consumption of Fertilizers in the Agriculture activity (ACFA) by a simplemass balance, from sales and inter<strong>national</strong> market information data:ACFA = Prod Sales + Imports – ExportsWere Prod Sales is the annual quantity of nitrogen fertilizers produced and sold to market(excluding consumption in industry), and is based on the IAPI census 118 . Data of Imports andExports is also from INE. The available time series is presented in Figure 6.29.Two simplifications were made: (1) Only inorganic fertilizers were considered; (2) The effect oflosses and stock variation was not accounted.
