Naval Facilities Eng<strong>in</strong>eer<strong>in</strong>g Command<br />
“Outstand<strong>in</strong>g Performance”<br />
The Naval Facilities Eng<strong>in</strong>eer<strong>in</strong>g Command (NAVFAC) <strong>Energy</strong> Program <strong>in</strong>vests worldwide<br />
<strong>in</strong> energy efficiency, <strong>in</strong>corporat<strong>in</strong>g nearly all the Executive Order tools <strong>in</strong>to its<br />
policies and practices to promote energy efficiency and achieve results. In this model<br />
program, NAVFAC:<br />
• Used alternative f<strong>in</strong>anc<strong>in</strong>g mechanisms, <strong>in</strong>clud<strong>in</strong>g energy sav<strong>in</strong>gs performance<br />
contracts and utility energy service contracts, to fund cost effective energy<br />
efficiency improvements sooner rather than later, repay<strong>in</strong>g the contractors<br />
with guaranteed energy cost sav<strong>in</strong>gs;<br />
• Installed renewable energy technologies such as photovoltaic arrays and<br />
geothermal systems to displace electricity generated from fossil fuels and to<br />
reduce dependence on the grid;<br />
• Installed highly energy-efficient cogeneration plants, which produce both<br />
electricity and heat;<br />
• Implemented water conservation plans, which save both water and energy;<br />
• Purchased ENERGY STAR® high efficiency appliances and light<strong>in</strong>g fixtures;<br />
• Applied ENERGY STAR® Build<strong>in</strong>g benchmark<strong>in</strong>g standards to evaluate<br />
efficiency <strong>of</strong> exist<strong>in</strong>g build<strong>in</strong>gs; and<br />
• Used susta<strong>in</strong>able build<strong>in</strong>g design standards <strong>in</strong> plann<strong>in</strong>g for construction <strong>of</strong> all<br />
new build<strong>in</strong>gs.<br />
The NAVFAC program has generated significant results for the Navy and Mar<strong>in</strong>e<br />
Corps. To date, it has reduced energy consumption per gross square foot by 26<br />
percent <strong>in</strong> standard build<strong>in</strong>gs relative to the FY 1985 basel<strong>in</strong>e. <strong>Energy</strong> <strong>in</strong>tensity <strong>in</strong><br />
<strong>in</strong>dustrial and laboratory facilities has also decl<strong>in</strong>ed by 27 percent relative to the<br />
FY 1990 basel<strong>in</strong>e. Investments <strong>of</strong> $200 million <strong>in</strong> energy sav<strong>in</strong>g projects dur<strong>in</strong>g<br />
FY 2002 are expected to reduce energy consumption by more than 900 billion Btu<br />
per year, or enough energy for 600 typical <strong>of</strong>fice build<strong>in</strong>gs. NAVFAC developed<br />
Internet-based report<strong>in</strong>g tools, such as the Defense Utility <strong>Energy</strong> Report<strong>in</strong>g System,<br />
to better track energy expenditures and ultimately reduce energy use and costs.<br />
The Naval Facilities Eng<strong>in</strong>eer<strong>in</strong>g Service Center Web site features the Navy <strong>Energy</strong><br />
Program’s bus<strong>in</strong>ess plan, <strong>in</strong>formation on establish<strong>in</strong>g an energy program, technical<br />
<strong>in</strong>formation, on-l<strong>in</strong>e progress report<strong>in</strong>g <strong>of</strong> ongo<strong>in</strong>g projects, tips for rais<strong>in</strong>g energy<br />
awareness, and recognition <strong>of</strong> past Secretary <strong>of</strong> the Navy <strong>Energy</strong> Award w<strong>in</strong>ners.<br />
