David Powers<br />

David Powers is recognized for his strong leadership and<br />
outstand<strong>in</strong>g achievements <strong>in</strong> direct<strong>in</strong>g the Northwest Mounta<strong>in</strong><br />
Region’s <strong>Energy</strong> Compliance Program for the Federal Aviation<br />
Adm<strong>in</strong>istration. Mr. Powers sponsored and funded <strong>in</strong>-house<br />
projects to retr<strong>of</strong>it efficient light<strong>in</strong>g and to upgrade HVAC<br />
systems to super high efficiency units. Mr. Powers supported<br />
the region’s first FAA delivery order on an energy sav<strong>in</strong>gs<br />
performance contract (ESPC) <strong>in</strong> Auburn, Wash<strong>in</strong>gton, and has<br />

s<strong>in</strong>ce been the motivation beh<strong>in</strong>d an ESPC delivery order for<br />
additional FAA facilities <strong>in</strong> the Salt Lake City and Denver areas. Mr. Powers successfully<br />
implemented the Region’s first cost beneficial landscape project <strong>in</strong> Longmont,<br />
Colorado, and a second long term xeriscape project <strong>in</strong> Salt Lake City. He also is<br />
coord<strong>in</strong>at<strong>in</strong>g efforts between the FAA, the U.S. <strong>Department</strong> <strong>of</strong> <strong>Energy</strong>, and Lawrence<br />
Berkeley National Laboratory to study the feasibility <strong>of</strong> fiber optics and very efficient<br />
light emitt<strong>in</strong>g diode light<strong>in</strong>g for runway and navigational light<strong>in</strong>g systems. F<strong>in</strong>ally,<br />
to ensure that the various projects are not perceived as novelties, he developed and<br />
has begun implement<strong>in</strong>g a regional tra<strong>in</strong><strong>in</strong>g program for energy and water managers<br />
<strong>of</strong> FAA facilities, as well as an energy awareness campaign for the region. Overall,<br />
Mr. Powers helped to save more than $340,000 <strong>in</strong> energy costs <strong>in</strong> FAA’s Northwest<br />
Mounta<strong>in</strong> Region.<br />

As Manager <strong>of</strong> Bus<strong>in</strong>ess Development for<br />
Federal Accounts with Florida Power and Light<br />
(FPL), Ed Anderson has worked closely with<br />
various federal customers to develop an<br />
impressive legacy <strong>of</strong> energy projects. His<br />
relationship with the National Aeronautics<br />
and Space Adm<strong>in</strong>istration's Kennedy Space<br />
Center (KSC) has been especially fruitful. KSC<br />
and FPL established a basic order<strong>in</strong>g agreement<br />

for utility energy service contract<strong>in</strong>g services<br />
and have completed two significant delivery orders to date. FPL provided turnkey<br />
services for these projects, <strong>in</strong>clud<strong>in</strong>g feasibility studies, design, construction,<br />
commission<strong>in</strong>g, and f<strong>in</strong>anc<strong>in</strong>g. Through his leadership, enthusiasm, and customer<br />
focus, Mr. Anderson cont<strong>in</strong>ues to push the envelope <strong>of</strong> federal energy management.<br />
He has frequently obta<strong>in</strong>ed FPL fund<strong>in</strong>g to <strong>in</strong>vestigate the energy conservation<br />
potential <strong>of</strong> new technologies for KSC <strong>in</strong>clud<strong>in</strong>g thermal energy storage and w<strong>in</strong>d<br />
energy. Mr. Anderson is an active member <strong>of</strong> the Federal Utility Partnership<br />
Work<strong>in</strong>g Group, is an <strong>in</strong>tegral member <strong>of</strong> the KSC <strong>Energy</strong> Work<strong>in</strong>g Group, and<br />
has actively supported many energy awareness events for the Space Center work<br />
force and the local community.<br />
