Naval Station Great Lakes implemented<br />

phase VIII <strong>of</strong> a utility energy services contract,<br />

cont<strong>in</strong>u<strong>in</strong>g a long, highly successful partnership<br />

with its local utility company. For the contract<br />

cost <strong>of</strong> $5.3 million, the Station is sav<strong>in</strong>g<br />

$790,000 per year. Phase VIII consists <strong>of</strong> a<br />

wide range <strong>of</strong> energy improvements, <strong>in</strong>clud<strong>in</strong>g<br />

light<strong>in</strong>g retr<strong>of</strong>its, steam pipe and valve <strong>in</strong>sulation,<br />

direct digital controls <strong>in</strong>stallations, HVAC<br />

water heat<strong>in</strong>g system replacement, and<br />

refrigerator system upgrades on 34 build<strong>in</strong>gs at Naval Station Great Lakes. Dur<strong>in</strong>g<br />

FY 2002, these energy improvements reduced the Station’s energy consumption by<br />

5.4 percent, sav<strong>in</strong>g 61.4 billion Btu annually. The reduced energy consumption<br />

translates to fewer pollutants emitted <strong>in</strong>to the air, <strong>in</strong>clud<strong>in</strong>g 9,893 tons <strong>of</strong> carbon<br />

dioxide, 146 tons <strong>of</strong> sulfur dioxide, and 52 tons <strong>of</strong> nitrogen oxide.<br />

Tra<strong>in</strong><strong>in</strong>g Command is the largest Mar<strong>in</strong>e Corps<br />

Base encompass<strong>in</strong>g 932 square miles <strong>of</strong> open<br />

desert <strong>in</strong> southeastern California, with a population<br />

<strong>of</strong> more than 25,000 military personnel<br />

<strong>in</strong>clud<strong>in</strong>g dependents. Follow<strong>in</strong>g two years <strong>of</strong><br />

endur<strong>in</strong>g the California energy crisis,<br />

plant <strong>in</strong> the U.S. Mar<strong>in</strong>e Corps. The 7 megawatt<br />

dual-fueled comb<strong>in</strong>ed heat and power cogeneration plant will support most <strong>of</strong> the<br />

energy and hot water needs for the Combat Center’s Ma<strong>in</strong>side build<strong>in</strong>gs and homes<br />

dur<strong>in</strong>g the w<strong>in</strong>ter and a large portion dur<strong>in</strong>g the summer. The project was f<strong>in</strong>anced<br />

through an energy sav<strong>in</strong>gs performance contract with Johnson Controls. Provid<strong>in</strong>g<br />

thermal load to the Central Heat Plant will <strong>in</strong>crease the plant’s efficiency and lower<br />

air pollutants. The project will reduce electricity purchases from the local utility<br />

company by 185 billion Btu (65 percent), which will save $5.9 million <strong>in</strong> annual energy<br />

costs. Twentyn<strong>in</strong>e Palms also replaced five ag<strong>in</strong>g absorption chillers with new high<br />

efficiency electric rotary-type and centrifugal chillers, <strong>in</strong>creas<strong>in</strong>g comfort and reliability,<br />

and changed the operation <strong>of</strong> domestic water pumps to take advantage <strong>of</strong> the local<br />

utility company’s <strong>of</strong>f-peak electric rate structure. This project saved 38 billion Btu<br />

(63 percent reduction) and $285,000 <strong>in</strong> energy and operation and ma<strong>in</strong>tenance costs<br />

dur<strong>in</strong>g FY 2002. The cost sav<strong>in</strong>gs from these projects will go toward additional projects<br />

to further the Facilities Management Division’s mission to lower energy costs, to be<br />

more environmentally friendly, and provide energy security to the Base.<br />
