Dur<strong>in</strong>g FY 2002, under direction from the<br />
<strong>Energy</strong> Manager, the Facilities Ma<strong>in</strong>tenance <strong>Department</strong> (FMD) at Mar<strong>in</strong>e Corps Base<br />
(MCB) Camp Pendleton implemented several energy conservation projects and<br />
expanded the use <strong>of</strong> its Resource Efficiency Management (REM) Program. These efforts<br />
resulted <strong>in</strong> approximately two million dollars <strong>in</strong> sav<strong>in</strong>gs. One project implemented by<br />
MCB Camp Pendleton <strong>in</strong>cluded us<strong>in</strong>g <strong>in</strong>-house funds to replace more than 20 large<br />
steam boilers with high efficiency hot water boilers and domestic hot water systems.<br />
The replacement allowed the boilers to be shut <strong>of</strong>f dur<strong>in</strong>g the summer months while<br />
meet<strong>in</strong>g all requirements for domestic hot water. The new boilers are 35 percent more<br />
efficient, require less ma<strong>in</strong>tenance, and have less harmful emissions than the old<br />
steam boilers. MCB Camp Pendleton was also able to generate significant energy and<br />
cost sav<strong>in</strong>gs through its REM Program, where a full-time, on-site Resource Efficiency<br />
Manager supported the <strong>Energy</strong> Manager’s efforts to reduce energy costs and consumption<br />
and meet the Base’s mandated energy conservation goals. The REM Program<br />
focused on behavior, operation and ma<strong>in</strong>tenance, and efficiency upgrades to reduce<br />
energy use, help the environment, and save money. By analyz<strong>in</strong>g energy usage, identify<strong>in</strong>g<br />
and implement<strong>in</strong>g opportunities for energy and emission reductions, conducted<br />
tra<strong>in</strong><strong>in</strong>g and awareness, and obta<strong>in</strong><strong>in</strong>g rebates and <strong>in</strong>centives from the local utility.<br />
Through these efforts, FMD has conserved energy, reduced labor costs, reduced air<br />
emissions, and improved overall quality <strong>of</strong> life at MCB Camp Pendleton.<br />

S<strong>in</strong>ce 2000, Morgan Benson has developed a<br />
successful energy conservation program at<br />
Dugway Prov<strong>in</strong>g Ground. As energy program<br />
coord<strong>in</strong>ator, Mr. Benson worked closely with<br />
the build<strong>in</strong>g energy monitors to develop viable<br />

projects for U.S. <strong>Department</strong> <strong>of</strong> Defense fund<strong>in</strong>g.<br />
He reviewed all <strong>in</strong>stallation suggestions, validated project scopes, calculated sav<strong>in</strong>gs-to<strong>in</strong>vestment<br />
ratios and simple payback periods, and prioritized and submitted projects.<br />
Mr. Benson also successfully awarded an energy sav<strong>in</strong>gs performance contract. His<br />
energy conservation program has decreased energy consumption despite a one-third<br />
<strong>in</strong>crease <strong>in</strong> population and a 400 percent <strong>in</strong>crease <strong>in</strong> mission test<strong>in</strong>g at Dugway.<br />
Mr. Benson became a Certified <strong>Energy</strong> Manager, and used his knowledge to <strong>in</strong>volve<br />
personnel <strong>in</strong> the energy conservation program. Additionally, he has <strong>in</strong>stilled an<br />
energy conservation ethic <strong>in</strong> the community through his outreach efforts dur<strong>in</strong>g<br />
<strong>Energy</strong> Conservation Week. As a direct result <strong>of</strong> Mr. Benson’s efforts, Dugway Prov<strong>in</strong>g<br />
Ground has achieved sav<strong>in</strong>gs <strong>of</strong> more than 28 billion Btu and more than $114,000<br />
dur<strong>in</strong>g FY 2002.<br />
