Dur<strong>in</strong>g her tenure as a public utilities specialist<br />
and contract<strong>in</strong>g <strong>of</strong>ficer at GSA, L<strong>in</strong>da Coll<strong>in</strong>s<br />
has provided meritorious support to the<br />
federal government through the establishment<br />
<strong>of</strong> contract<strong>in</strong>g vehicles and by provid<strong>in</strong>g<br />
assistance to federal agencies to help achieve<br />
the goals and objectives set forth by the Federal<br />
L<strong>in</strong>da Coll<strong>in</strong>s<br />
<strong>Energy</strong> Management Program. Ms. Coll<strong>in</strong>s has<br />
helped agencies acquire energy management<br />
services that reduced consumption <strong>of</strong> energy at<br />
federal facilities while improv<strong>in</strong>g the efficiency<br />
and quality <strong>of</strong> operations. Her efforts have helped to broaden and strengthen the<br />
partnership between the federal government and regulated public utility companies.<br />
Ms. Coll<strong>in</strong>s teaches the Utility <strong>Energy</strong> Services Workshop, which <strong>of</strong>fers tra<strong>in</strong><strong>in</strong>g to<br />
federal government and utility company employees on how to implement a utility<br />
energy service contract. She also provides guidance to agency contract<strong>in</strong>g <strong>of</strong>ficers<br />
on how to procure utility services. Ms. Coll<strong>in</strong>s shares her knowledge with <strong>in</strong>dustry<br />
on government contract<strong>in</strong>g and how to do bus<strong>in</strong>ess with the federal government,<br />
thus foster<strong>in</strong>g a collaborative partnership between the federal government and<br />
regulated utility companies and enabl<strong>in</strong>g both parties to successfully address<br />
mutually beneficial opportunities and critical energy issues. Additionally, Ms.<br />
Coll<strong>in</strong>s lends her expertise to the Federal Utility Partnership Work<strong>in</strong>g Group,<br />
actively participat<strong>in</strong>g as a member <strong>of</strong> the Steer<strong>in</strong>g Committee.<br />
