3. Overall Process & NTA Approval Points3.1 Overview3.1.1 The purpose of an NTA Approval Point isto ensure that a project has met certainrequirements before it is allowed to proceed tothe next phase. Requirements include a levelof certainty achieved in relation to cost, qualityand time as well as value/benefits, all of whichare matters of priority for the NTA in its fundingof projects. By approving a scheme at an NTAApproval Point, the NTA is indicating that it issatisfied that a project is fit to proceed to thenext phase and funding will be provided for, atleast, that subsequent phase.The NTA Approval Point reviews follow a standardapproach which allows the NTA, along with theSponsoring Agency responsible for a project’sdelivery, to jointly assess its progress. The NTAwill examine the deliverables of the phase(s)within each NTA Approval Point and determinewhether a project can be approved to proceed tothe next stage.3.1.2 It should be noted that the NTA may inform theSponsoring Agency of the project’s designatedfunding allocation when the project iscommenced. This allocation is not an entitlementto the funds; funding will be made available instages as the project progresses in accordancewith NTA Approvals. The NTA may decide todecline or withdraw funding for a scheme if it isnot satisfied with the progress or developmentof a project. If the NTA decides, at any stage, notto proceed with a scheme that it was previouslyfunding, written notice will be issued to theSponsoring Agency.3.1.3 The Sponsoring Agencies are requested towork closely with the NTA in the run-up toan NTA Approval Point review to minimiseapproval times. The NTA will give a decisionas quickly as possible following receipt of arequest for approval to an NTA Approval Pointreview, subject to the provision of the requiredinformation by the Sponsoring Agency.3.2 Fast-TrackingSome projects, due to time constraints or theurgency of the needs which they address, maybe ‘fast-tracked’, by running project phasessimultaneously. The Sponsoring Agency mayapply to fast-track a project, and the NTA shouldgenerally decide during Phase 0 whether thisis appropriate. A decision to fast-track a projectimplies a customised process of reporting onprogress and resolution of issues, which willcontinue to keep the NTA informed on criticalindicators of progress and out-turn. NTA ApprovalPoints should also be applied appropriately towhatever amended process is agreed in advanceof initialising the project.3.3 NTA Approval PointAt an NTA Approval Point of a project, theNTA may, at its discretion, request clarificationsessions with the Sponsoring Agency.After completing its examination of the materialprovided, including clarifications, the NTA’srepresentative(s) will advise whether the NTAApproval Point has been passed and the projectmay proceed to the next phase, or whether it hasnot been passed and a particular course of actionshould be pursued as a result. When approving aproject, the NTA may specify requirements to beaddressed in the next phase as conditions of thatapproval. A successful review at an NTA ApprovalPoint will result in funding confirmation up to thenext phase(s) of the project. Written confirmationof this approval will be issued.The NTA reserves the right to include additionalNTA Approval Points where they are deemednecessary.
