11.3.11 Appraisal ReportAt the end of Phase 4, the final decision is madeon whether the project should proceed toconstruction/implementation. The final designshould be complete, with necessary statutoryapprovals in place and a Total Scheme Budgetfinalised based on tender information. To enableinformed decisions to be made, the SponsoringAgency shall prepare the final Appraisal Reportfor the project in accordance with the relevantappraisal guidance. In most cases, updating thePreliminary Appraisal Report prepared duringthe earlier stages of the project should suffice.11.4 Phase 4 DeliverablesThe outputs from this phase of the project are:> > Detailed Design Report;> > Road User Audit and/or Stage 2 Road SafetyAudit (if applicable);> > Tender documents;> > Tender Report;> > Total Scheme Budget;> > Appraisal Report; and> > Updated <strong>Project</strong> Execution Plan.11.5 NTA Approval PointFor all schemes Phase 4 is followed by an NTAApproval Point. The Sponsoring Agency willprovide the NTA with copies of all projectrelateddeliverables produced since the last NTAApproval Point.At the NTA Approval Point, the NTA will consider,inter alia, the brief as agreed with the NTA, theavailability of project funding and any outcomesof consultation.Following consideration by the NTA, writtenapproval may be issued confirming thecommitment of the NTA to fund the remainderof the project. Only when written approval isissued by the NTA should Phase 5 commence.This will be the last mandatory NTA ApprovalPoint. However, if a specific project requiresadditional Approval Points, it will be at thediscretion of the NTA and this requirement willbe communicated to the relevant persons.28 29
