8.3.3 Feasibility Working CostA Feasibility Working Cost is an estimate of thelikely overall cost of the scheme, which shouldbe as detailed as possible taking accountof limitations on the extent of the projectinformation at this early stage in development.8.4 Phase 1 DeliverablesThe outputs from this phase of the project are:> > <strong>Project</strong> Execution Plan incorporating the<strong>Project</strong> Brief;> > Option Selection Report (if applicable); and> > Feasibility Working Cost (if applicable).8.5 NTA Approval PointFor schemes over €5 million, Phase 1 is followedby an NTA Approval Point. The SponsoringAgency will provide the NTA with copies ofdeliverables from Phase 1 as identified in8.4 (above). In certain circumstances somedeliverables may be omitted with NTAagreement; for example, an Option SelectionReport may not be required. If requested bythe NTA, the Sponsoring Agency will meet theNTA for the purposes of briefing or clarificationon the submitted material, or to discuss theNTA Approval Point review decision. Followingconsideration by the NTA of the deliverablesof Phase 1, written approval may be issuedconfirming NTA’s commitment to funding Phase2 of the project. Only when written approval isissued by the NTA should Phase 2 commence.For projects less than €5 million, normal practicewill not require an NTA Approval Point at thisstage of the project. However, the NTA reservesthe right to add an NTA Approval Point at thisstage if it deems that the particular projectrequires it.All projects are required to have regularreporting and communication between theSponsoring Agency and the NTA regardless ofscale or NTA Approval Points.21
