The Elected Members considered the Planning Report, and the potential solutions above. The Councilapproved the Part VIII subject to the following changes:> > The facility should avoid or minimise the use of kerbs> > The drainage should be consistent with sustainable design practice e.g. SUDS> > Pedestrian priority should be signed at all entrances (as proposed) and also reiterated throughsymbols or text on the track surface<strong>Project</strong> Design SummaryThe Planning Process led to changes in the design, including drainage which was cost neutral andlighting which cost an additional €1,000. Minor alterations including a ramp to school (no cost or timeimplications) were included in the design.As part of the design of the project, changes were considered at the Park entrance. These included:> > Setting back of block wall, paving of shared area, and reconfiguring of existing pedestrian crossing asToucan- cost estimate €65,000 incl. VAT.It was determined that the Toucan crossing should be developed as a separate scheme and LeinsterCounty Council has applied to the NTA for funding as a separate project.As part of the detailed design, concern was raised about the speed of bicycles in the park. Speed profileunits (bromfietsdrempels) sourced from Netherlands (€7,000) were considered. It was determined that thebromfietsdrempels were unnecessary and were not included in the project.A Stage 2 Road Safety Audit for the Cycle Network Development – Route 6 scheme was produced by SafeCoConsultants for Leinster County Council. The main recommendations are listed below.> > The radius of the route at the north-eastern corner of the playground boundary wall should beincreased to facilitate a safer turn for cyclists.> > The collapsible bollards proposed at the school gate should be omitted for cyclist and pedestriansafety reasons.These changes, as discussed with the NTA, were included in the design and did not have any costimplications.Tender and ConstructionINFUTURE DESIGNS was award the design of the scheme from the NTA Cycle Network frameworkagreement. This work was overseen by Jack O’Brien. A monthly project meeting was held with the NTAand Leinster County Council. INFUTURE DESIGNS arranged consultation with the key stakeholders, suchas schools, Gardaí and the Council.Following the completion of the design (outlined above) INFUTURE DESIGNS prepared and oversaw thetender process. The construction contract was awarded to PMG Construction. The contract type was a PublicWorks Contract for Building Works designed by the Employer (PW-CF1).89
