The Employer’s Representative shall also ensurethat the following documents are handedover to the employer at the completion of theconstruction contract:> > Confirmation of satisfactory close-out of allNon-Conformance Records;> > All Road Safety Audit Stage 1, Stage 2 &Stage 3 Reports (if applicable);> > The report of the Employer’s Representativeon the Final Account (including Claims andrelevant back-up information); and> > Certificates/Approvals from Third Parties.13.3.3 Land and PropertyWhere applicable, the Sponsoring Agency shallensure that all outstanding land and propertyissues are closed out in accordance with contractand statutory requirements. The SponsoringAgency shall inform the NTA when theserequirements have been met.13.4 Phase 6 Deliverables and Close OutThe outputs from Phase 6 of the project are:> > Final Account if carried forward from Phase 5;> > Post-project review report (if required); and> > Completed Safety File.A close out review may be held with the NTAand the Sponsoring Agency to review thedeliverables and any lessons for future projects.Any additional information required for thisreview should be provided to the NTA at itsrequest.13.3.4 Completion of all Outstanding PaymentsIt will be necessary to ensure that allcompensation payments are made to affectedproperty owners so that the final out-turn costfor land and property can be determined. Thisincludes all compensation cases which may havebeen referred to arbitration.All other costs associated with the acquisitionof land and property should also be finalised,including valuation and legal fees for bothclaimants and the Sponsoring Agency, anyinterest payments due, miscellaneous costs (e.g.Land Registry fees), and the costs associatedwith arbitration hearings.Once all land acquisition compensationpayments are completed, and prior todetermining the final out-turn cost for land andproperty, the Sponsoring Agency shall confirmthat all property acquired as part of this projecthas been properly registered in the ownership ofthe relevant Local <strong>Authority</strong>.13.3.5 Post <strong>Project</strong> ReviewThe NTA may require a post-project review to becarried out.32 33
