deaths (see GÖG/ÖBIG 2009b) continued their activities. In addition, a working groupfocusing on federal funding of drug treatment centres was established (see alsoChapter 12.1).The theme of measures to reduce the number of drug-related deaths in Austria (seealso Chapter 7.1) was also discussed in an extraordinary meeting of the Federal DrugForum on 15 October 2009, with input provided by numerous national and internationalexperts. Furthermore GÖG/ÖBIG, on behalf of the Federal Ministry of Health,drew up a position paper on health policy measures aimed at harm reduction in drugrelatedinterventions, which is now being discussed by the Ministry of Health and bythe Provinces. In May 2010 the Ministry of Health organised a hearing on opioidsubstitution treatment (see Chapter 5.2).A number of provinces have started, or are planning, to review their drug andaddiction policy approaches. The addiction plan of Upper Austria as well as Styria'saddiction strategy paper (see GÖG/ÖBIG 2009b) have already been drafted but havenot yet been adopted by the respective Provincial Governments. In the Tyrol, ananalysis of social environments was carried out to serve as a basis for a new addictionstrategy paper, the preparation of which will soon be started. Lower Austria's addictionplan will expire in 2010 and a new addiction plan will be decided upon by theProvincial Government in autumn 2010. It will include a position paper outlining basicapproaches to the issue of addiction in Lower Austria on the one hand, and a set ofmeasures for the period from 2011 to 2015 on the other (Hörhan, personalcommunication). In Carinthia, the Addiction Advisory Board was asked to prepare aproposal for the implementation of harm reduction measures with special regard toregional demand. The proposal will be available by autumn 2010.Also in Carinthia, as a response to critical media coverage of OST, an 'addictionsummit' was held on 21 June 2010: it was agreed that opioid substitution treatmentevidently is an essential aspect of health care for drug patients and that the specificdemands of young clients should be taken into account at all levels of care (Prehslauer,personal communication).8 © GÖG/ÖBIG, <strong>Report</strong> on the Drug Situation 2010
