theme of the Gesunde Gemeinden (healthy communities) 9 initiative in Upper Austria(Institut Suchtprävention 2009).VIVID Graz (Styria) also agreed upon a cooperation with a community health promotionproject: StaGes of the Centre of Social Medicine in the Liebenau quarter of Graz (VIVID2010). This is an opportunity to use health-related public events to address targetgroups who face an elevated risk of addiction.Other activities in the reporting period include the publication of new informationleaflets for young people, with a design that takes into account differences betweenboys and girls so that they may be addressed more specifically (kontakt+co 2009). Asof autumn 2009, the college of St. Pölten has run three study courses on addiction andprevention. They differ with regard to duration and type of graduation and permit bothpractical and academic approaches to this matter. Other further training events in thereporting period that deserve mention include the conference Brennpunkt: VirtuelleWelten und Suchtprävention (In the limelight: virtual worlds and preventing addiction)organised by ARGE Suchtvorbeugung, which took place in Vienna in autumn 2009. May2010 saw the conference Kommunale Suchtprävention (Preventing addiction incommunities), held in Linz (Upper Austria), and in autumn 2009, Vorarlberg was thevenue of the trinational conference Umgang mit Vielfalt — Ist die Präventionüberfordert? (Responding to diversity: too much of a challenge for prevention?).3.2 Selective prevention in at-risk groups and settingsSQ26 gives an overview of selective prevention measures and the framework in whichthey take place. Austria generally plans to expand its activities in the field of selectiveprevention. A number of ideas and strategies have already been presented but will notbe implemented immediately (for lack of funding, among other reasons). Young peopleparticipating in programmes of the Public Employment Service are among the newtarget groups. These young people often face socio-cultural disadvantages combinedwith low levels of education, which elevates their risk of future substance abuse oraddiction compared to young people of the same age who still go to school (Gollner,personal communication). the target group of staff and trainers of the Public Employment Service. Other activitiesthat directly address young people have also been planned.At European level, the ENCARE project was phased out in July 2010. However, in recentyears the Addiction Prevention Units have intensified their activities targeting childrenin families with addiction problems and integrated this issue in their services: supportfor this target group will thus be available also in future. In autumn 2009, LowerAustria organised an expert meeting on this theme (ENCARE 2009). In Styria, earlychildhood intervention teams have become a new target group of the ENCARE series oftraining courses (VIVID 2010). A specific focus was placed on the question of how toaddress parents when addiction problems are suspected. In Tyrol, outreach individualsupport is provided as part of the INTERREG project 10 Kinderleicht — Zukunft. VonAnfang an (Child's play: having a future, right from the start) (ENCARE 2010). Childrenof addicted parents get advice and support in a way that takes their age into account,in order to make it easier for them to understand and respond to the situation in theirfamilies 11 . A set of further training measures for multipliers as well as group servicesfor children in at-risk families have also been planned. In Salzburg a regional networkis being built (Akzente Fachstelle Suchtprävention 2010). Clearly defined tasks andstep-by-step procedures as well as integrating all stakeholders are regarded as mostessential for maintaining a sustainable network. At the first stage, further trainingcourses for multipliers from treatment and educational institutions will be organised.In addition, guidelines for the cooperation between youth welfare departments andaddiction treatment and support centres will be drawn up (Drogenkoordination desLandes Salzburg 2010). Since 2009, the Drugs Advice Centre of the Province of Styriahas run a children's group for this target group, where support is provided in a playfulway (Drogenberatung des Landes Steiermark 2010). Apart from spare-time activities,there is also room for intensive talks about the situation in the family. The time spentin the group helps the children realise that they are not alone in their difficultsituation.Prevention activities aimed at specific groups primarily take place in recreationalsettings, with the aim of communicating a critical approach to psychoactive substances(risk competence) as well as alternatives to substance use.
