States to start all the activities approved as early as possible and toinform MHRD on the action taken on the above. He added that gap inadditional classroom is more in some States like Assam, Bihar, Goa,Chandigarh and Delhi. Similarly gap in provision of toilet anddrinking water is also more in some States. There are States who needto put concerted efforts to complete the ongoing works and theadditional targets. He requested the States to take appropriate steps tocover the gap before 31 st March 2013.He added that flow of information on the progress of civil works is amajor concern. The information provided by the States should beconsistent and correct which should be sent to MHRD on regular basis.He mentioned that correct/accurate and timely submission ofquarterly/ monthly progress reports is important for propermonitoring. He mentioned that many times the States do not sendcorrect information to TSG/ MHRD. The information which is sent bythe financial coordinators is not matching with the information sent bythe civil work coordinators. He requested the States to submit thereports (QPR/MPR/MTR) to the Ministry after checking and verifyingthe data from all the available sources. For many States either thephysical/financial or both the physical & financial targets approved byPAB are not matching and he advised that the States/UTs should takeimmediate steps to reconcile the targets.The format for providing information on teacher requirement has beenmodified (Copy enclosed) and requested the States to furnish theinformation in the revised format from the next report. He alsomentioned that 7/8 States have not furnished the report on teacherrequirement.During 2012-13 appraisal of AWP&B proposals of States/UTs MHRDhad requested the States to provide a certificate that provision has beenmade in the design that the buildings designed can take up vertical2
expansion and EQ resistant. He advised the States to follow theinstructions and by making suitable provisions in their design.5. Shri. S.C. Girotra, Chief Consultant mentioned that gap in additionalclassroom is more in some States like Assam, Bihar, Goa, Chandigarhand Delhi and they are not likely to become RTE compliant.Considering this TSG/MHRD have requested the States of Bihar andDelhi to make a presentation ‘ On how the State is going to cover thegaps, strategy for future coverage, physical & financial action plan forthe coverage of gaps to become RTE compliance’6. Accordingly Shri. Rajesh Kumar Singh, Civil Works Manager I/C,BEPC, Bihar made a presentation on the ‘Presentation on infrastructuregap in ACR, toilets and drinking water’. He mentioned that out of272455 classrooms approved so far, 107583 are in progress and 35302are not started. As funds have now been received from MHRD theunstarted works will be completed shortly. Steps have been taken upby the State for improving the progress, quality and monitoring of theabove. Joint Action Plan has been prepared by BSWSM, BEP andUNICEF. Accordingly it is proposed to provide training to allstakeholders to improve WASH in schools. With the result schoolsstarted using the SDG and O&M grants for operation and maintenanceof sanitation facilities at school level. A three tier system has been putin place to ensure comprehensive monitoring of the programme. Withthe above SSHE has been well recognized at all levels across the State.He also mentioned about the challenges i.e. maintenance of toilets,hand washing facilities not in place, hygiene materials not available,lack of ownership, insufficient focus on menstrual hygienemanagement faced by the State. Shri. S. C. Girotra, Chief Consultantmentioned that the State has large gap in ACR and there is a differencein gap between TSG and the State.
