Previous to that he obtaineda Masters <strong>of</strong> Arts degree in Philosophy, Historyand African studies from the same university. Pr<strong>of</strong>.Hangula also hold certificates in Natural <strong>Resource</strong>sManagement from the <strong>University</strong> <strong>of</strong> Wisconsin-Madison (USA), and International Law from the TheHague Academy <strong>of</strong> Internal Law (The Netherlands)amongst others.Pr<strong>of</strong>. Hangula is an accomplished academic who published and is quotedextensively; and moved through all the management echelons <strong>of</strong> anacademic institution (having served as HOD, Director <strong>of</strong> an academic,research and consultancy centre, Pro-Vice Chancellor and the Vice-Chancellor respectively). Because <strong>of</strong> his vast expertise and experience Pr<strong>of</strong>.Hangula served on numerous Councils and Commissions <strong>of</strong> the <strong>Namibia</strong>nGovernment (including being an advocate for <strong>Namibia</strong> at the InternationalCourt <strong>of</strong> Justice, member <strong>of</strong> the Second Delimitation Commission on theboundaries <strong>of</strong> Regions and Constituencies and a Technical Advisor on theAngola-<strong>Namibia</strong> maritime boundary), amongst others.
