As per common delegation <strong>of</strong> powers, he<strong>Employment</strong> <strong>and</strong> <strong>Training</strong>is exercising the powers <strong>of</strong> major levels <strong>of</strong>the department.2. (a) He is the disciplinary authority forimposing major penalties under Rule(8) <strong>of</strong>KCS (CCA) rules, 1957, in respect <strong>of</strong>group ‘C ‘ <strong>of</strong>ficials.(b) He is also the disciplinaryauthority <strong>to</strong> impose major penalties underRule (8) <strong>of</strong> KCS(CCA) Rules, 1957, inrespect <strong>of</strong> Class II Gazetted <strong>of</strong>ficers <strong>and</strong>appellate authority in respect <strong>of</strong> Group ‘C’.(c) He is also state apprenticeadvisor under the apprenticeship Act 1961<strong>to</strong> issue fixation <strong>of</strong> the trade/apprentices inthe state. He is also the prosecutingauthority in respect <strong>of</strong> defaultingestablishments under the said Act.3. He is head <strong>of</strong> the Department <strong>and</strong>responsible forall affairs <strong>of</strong> the Department.
